Scope of Work

Services encompass a broad range of trades including structural, welding, electrical/electronics, HVAC, pipefitting, quality assurance, fire alarm/suppression, painting, rigging, and hazardous material disposition. Work will be performed on US Navy Ships (e.g., Norfolk, San Diego, Japan), shore sites (US or foreign military bases), and contractor facilities. Key deliverables include Artisan Lists, QA Workbooks, status reports, and various permits/reports.
Contract Details
This is a five-year IDIQ MAC with both Fixed Price and Cost Type contracts. The cumulative maximum value for all awarded contracts under this solicitation is $49,436,804.00, with a minimum order guarantee of $500.00. The first Delivery Order will be placed concurrently with the basic contract. Contractors must maintain an ISO-9001 compliant Quality Management System and provide personnel with appropriate security clearances (up to SECRET) who are U.S. citizens.
Evaluation & Compliance
Award of the IDIQ MAC will be based on an "Acceptable" rating in both Technical and Past Performance factors. Cost will be evaluated at the Task Order/Delivery Order level, not for the MAC award.
- Technical Evaluation: Requires approved NAVSEA Quality System, qualified Key Personnel, and an approved Cost Accounting System.
- Past Performance Evaluation: Assesses recency (within 3 years), relevancy, and quality of prior work. Mandatory compliance includes active SAM registration, no active exclusion records, and a current NIST SP 800-171 assessment posted in SPRS. A Cybersecurity Maturity Model Certification (CMMC) Level 2 Self-Assessment is a material condition of award; offerors must demonstrate current status or provide a plan to obtain it before award.
Submission Requirements
