Services include structural work, welding, electrical/electronics, pipefitting/plumbing, HVAC, Quality Assurance (including NDT), paint testing/abatement, marine chemist services, painting, decking/floor covering, lagging/insulation, LAN/Fiber Optic systems, telephone systems, proofload testing, packaging and shipping, rigging, and debris/hazardous material disposition. Work will be performed aboard US Navy Ships, at contractor facilities, and at US or foreign partner Military bases, including locations like Norfolk, San Diego, and Japan, potentially at sea or in conflict regions.

Contract Details

  • Contract Type: IDIQ Multiple Award Contract (MAC) with Fixed Price and Cost Type CLINs.
  • Period of Performance: Five (5) years from contract award.
  • Maximum Cumulative Value: $49,436,804.00 across all awarded MACs.
  • Minimum Order: $500.00 per delivery order.

Evaluation Factors

Award will be based on two primary factors: Technical and Past Performance. Both must be rated "Acceptable" for a MAC award. Cost or price will be evaluated at the Task Order/Delivery Order level, not for the IDIQ MAC.

  • Compliance: Offerors must be registered in SAM, have no active exclusion records, and possess a current NIST SP 800-171 assessment posted in SPRS. A Facility Security Clearance (FCL) of Secret is required at proposal submission.

Submission Requirements

  • Technical Volume (max 35 pages): Must include proof of NAVSEA Quality System approval, a list of key personnel with 2-page resumes, and documentation of an approved cost accounting system.
  • Past Performance Volume (max 20 pages): Requires up to five Past Performance Information Forms for the prime and two for each principal subcontractor/JV member, referencing contracts within the last three years. Past Performance can be submitted concurrently with the final proposal.
  • Security: Work is unclassified, but personnel requiring access to classified spaces must hold a Final Secret clearance. Only U.S. citizens may perform under the contract.
  • Acknowledgment: Bidders must acknowledge receipt of Amendment 0002.
