Amendment / Modification

This amendment to the solicitation (19JA8026Q0011) serves two primary purposes:

• Incorporates Attachment B: The document adds "A250 Digital Media Production Slide" as Attachment B to the Request for Quotations (RFQ). This attachment can be requested from Ayaka Ogawara at OgawaraAX@state.gov.

• The Q&A section addresses numerous questions related to deliverables, content, translation, intellectual property, and more.

• Attachment B is added to the RFQ.

• The amendment does not extend the deadline for offer receipt.

• Vendors are instructed to acknowledge receipt of this amendment. Failure to do so may result in offer rejection.

• Bidders should review the Q&As to ensure their proposals accurately address all clarified requirements.

Amendment / Modification

This document is Amendment 0002 to the solicitation. It modifies the original solicitation and includes Attachment A - Statement of Work (SOW).

• The SOW is provided as Attachment A.

• The SOW details the requirements for digital media creative services to support Mission Japan's America250 public diplomacy campaign in 2026. Key deliverables include:

  • Development of a "Spark" character mascot.
  • Creation of an A250 Mission Japan animated logo (5-10 seconds).
  • An optional A250 jingle or short theme song, subject to Government approval.

• The work scope is limited to creative development and production of digital assets and content, excluding campaign execution, event management, or physical goods.

• All work must align with Mission Japan priorities, be culturally appropriate, and comply with U.S. Government standards.

Amendment / Modification

This amendment modifies the solicitation by revising Subsection 3.2 Summary of Instructions, specifically within Volume 5 - Business Management/Technical Proposal, on page 29 of the Request for Quotations.

• The change affects item (2) under the "Summary of Instructions" section.

• The original requirement for offerors/quoters to provide evidence of operating an established business with a permanent address and telephone listing in Japan has been removed.

• The revised requirement is now to provide evidence of operating an established business with a permanent address and telephone listing (without the specific Japan location requirement).

• This change relaxes a previous requirement, potentially broadening the eligibility for offerors. Bidders should review the updated instructions to ensure their proposals align with the revised criteria.

Solicitation / RFP / RFQ

This Request for Quotations (RFQ) is for America250 Digital Media Production Services for the Public Affairs Section at the U.S. Embassy Tokyo, Japan. The U.S. Government intends to award a Purchase Order to the responsible company submitting an acceptable quote at the lowest price.

• Develop and deliver digital media assets and branding materials for America250 events and outreach.

• Specific deliverables include a "Spark" character mascot, an A250 Mission Japan animated logo, and potentially an A250 jingle or short theme song.

• Develop a compelling, bilingual (English/Japanese) digital assets content series on U.S.-Japan relations milestones using reusable graphic templates, showcasing up to 100 key historical moments.

• Services include creative development and production of predefined digital assets and content only. It does not include ongoing campaign execution, event management, or production of physical goods.

• All work must align with Mission Japan priorities, be culturally appropriate for Japanese audiences, and comply with U.S. Government standards.

• Contract type: Firm fixed-price Purchase Order.

• Period of Performance: Commencement through March 14, 2026.

• Place of Performance: Primarily remote, with occasional in-person meetings in Tokyo requested but not guaranteed.

• Pre-quotation Conference: Wednesday, January 14, 2026, 2:00 PM - 4:00 PM JST (Virtual via Microsoft Teams). RSVP required by January 13, 2026, 12:00 PM JST.

• Questions Due: Thursday, January 15, 2026, 12:00 PM JST.

• Quotations Due: Friday, January 23, 2026, 10:00 AM JST.

• Submission Method: Electronic submission via email to OgawaraAX@state.gov. Email size must not exceed 15MB; use separate emails if necessary.

• Evaluation: Award will be made to the lowest priced, technically acceptable, responsible offeror.

• U.S. firms are eligible to be paid in U.S. dollars. A U.S. firm is defined as a company operating under the laws of a U.S. state.

• Firms not meeting the U.S. firm definition will submit prices and receive payment in Japanese Yen.

• Quoters shall be registered in the SAM (System for Award Management) database prior to contract award.

• No payment will be made for preparation and submission of quotations.

• Quotations must be in English and incomplete quotations will not be accepted.

• After submission, confirm receipt of quotation with Ayaka Ogawara.
