• The AMVER ship characteristics database currently maintains approximately 204,000 unique vessels.

• Delivery must be via flat file to an SFTP server; API-based delivery is not feasible.

• Data rights are for USCG Internal Use only.

• A transition or data validation period is not expected if the delivered data meets all requirements.

• Specified reference code sets must be delivered exactly as listed.

Statement of Work (SOW)

To provide AMVER Subscription Data Services for the U.S. Coast Guard Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) to support search and rescue missions.

• Provide ship characteristic data, including owner information and "pre-maiden" voyage data, to the Automated Mutual Vessel Rescue (AMVER) system.

• Upload specified data files to the contractor's FTP Server every two weeks.

• Notify the AMVER Technical team via email when data is available for download.

• Provide ten (10) user licenses for Coast Guard users to access data via FTP.

• Provide five (5) user licenses for access to the contractor's maritime data and tracking platform.

• Base Period: 12 months

• Option Periods: Four (4) 12-month periods, for a total of five (5) years if all options are exercised.

• Contractor Furnished Property: The contractor must furnish all software upgrades, licenses, support services, and other necessary materials and equipment.

• Security: Contractor access to Controlled Unclassified Information (CUI) is required. Employees must safeguard CUI. Hardware and software interfaces must meet FIPS 140-2 and FIPS 197 (AES-256) compliance.

• Section 508 Compliance: All Information and Communications Technology (ICT) deliverables must conform to applicable Section 508 standards. Accessibility Conformance Reports (ACRs) are required for ICT items.

• Geospatial Compliance: Data must comply with FGDC-endorsed standards and DHS Geospatial Management Office policies. Interoperability and data management are required.

• DHS-USCG Enterprise Architecture Compliance: Solutions must comply with DHS and USCG Enterprise Architecture policies, standards, and procedures.

• No Onsite Personnel: This contract is for data delivery only; no onsite personnel are required.

• Task One: AMVER Data Delivery: Updates to data files every two weeks, with email confirmation of availability.

• Task Two: User Licenses: Ten (10) FTP user licenses and five (5) platform user licenses, delivered upon award.

• The Contracting Officer's Representative (COR) will review deliverables within mutually agreed business days.

• Corrections and redeliveries must be made within mutually agreed business days.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services to procure Ship Characteristic data, including owner information and "pre-maiden" voyage data, for the Automated Mutual Vessel Rescue (AMVER) system. The U.S. Coast Guard C5ISC Operations Systems Center is issuing this Request for Quotation (RFQ).
