Quick Summary
The Department of the Navy, Naval Sea Systems Command (NAVSEA) PMS 425, has issued a Presolicitation for the upcoming AN/BYG-1 Applications requirement. This notice announces the availability of a Draft Solicitation (N00024-26-R-6222) and an Industry Day event to gather feedback from industry. The Government's current intent is to award a single contract if a formal solicitation is released.
Purpose & Scope
This is an informational and planning notice, not a Request for Proposal (RFP). Its purpose is to inform industry about the AN/BYG-1 Applications requirement, provide a forum for communication, and release draft requirements. The requirement falls under Product Service Code 1260 (Fire Control Designating And Indicating Equipment).
Industry Day & Registration
An Industry Day will be held on Thursday, May 28, 2026, from 7:30 AM to 3:30 PM EDT at the Naval Undersea Warfare Center Newport Division, Building #80, 80 Fleet Access Rd, Newport, RI 02841. The event will include a Government presentation, an open Q&A session, and individual company breakout sessions (20 minutes each).
To register and/or submit questions, email NAVSEABYG1APP@us.navy.mil by May 14, 2026, 5:00 PM EDT. Registration emails must include company information, attendee details (max 3 per company), a breakout session request, and any initial questions. Participants must confirm their assigned breakout session time by May 12, 2026, 12:00 PM EDT.
Draft Solicitation Access & Requirements
The Draft Solicitation and Industry Day brief are Controlled Unclassified Information (CUI) and are only available via the Electronic Technical Information Center (E-TIC), not SAM.gov. Access requires a Common Access Card (CAC) or DoD External Certification Authority (ECA) Certification and a JCP number. The JCP Data Custodian must apply for access via the AIMTC website (https://aimtc.nuwc.navy.mil), specifying "NAVSEA PMS 425" as the branch/code and "Chris Halterman" (NUWCDIVKPT C432) as the Navy Sponsor POC.
Attachment J-21 (Terms of Use Agreement), which requires a SECRET Security Clearance, is mandatory for accessing technical documents and Government Furnished Information (GFI). It outlines strict data usage, handling, and destruction protocols.
Questions & Feedback Submission
All interested parties are encouraged to provide feedback. Questions and comments on the draft solicitation documents should be submitted using Attachment J-22 (Offerors Question Submittal Form). The deadline for questions is May 14, 2026, 5:00 PM EDT. Due to past technical difficulties, if no registration confirmation is received, resubmit requests to both NAVSEABYG1APP@us.navy.mil, michael.j.ravnitzky.civ@us.navy.mil, and matthew.c.hedrick.civ@us.navy.mil.
