Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
Argonne National Laboratory (ANL) is seeking proposals for an Angled Evaporator System to support research in high-performance superconducting qubits and circuits at its Center for Nanoscale Materials (CNM). This is an unrestricted solicitation, with proposals due by February 13, 2026, at 5:00 PM CST.
Opportunity Details
ANL requires an Angled Evaporator System capable of high-quality deposition of superconducting thin films and fabrication of Josephson junctions. The system must support deposition of Al, Nb, and Ti films, feature finely adjustable substrate rotation, high-precision in-situ oxidation, and in-situ ion-milling. Key technical requirements include a dual-chamber architecture, substrate heating up to 750 °C, a motorized substrate holder with 330° angular range, an ultra-sensitive residual gas analyzer (RGA), and O2-assisted Ar ion-beam processing. An addendum (0001) has updated the minimum specification requirements, specifically removing "Ta" from the list of supported films.
Scope of Work
The selected contractor will be responsible for engineering, manufacturing, assembling, delivering, reassembling, testing, and commissioning the Angled Evaporator Instrument at CNM. This includes conducting Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT), providing training, and supplying maintenance and operating manuals. A one-year warranty on parts and labor is required from ANL acceptance.
Submission Requirements
Proposals must include an executed ANL-70 Request for Quotation, a detailed proposal quoted in USD (DAP Incoterms for international, FOB Destination for domestic), confirmation of total price, HTS code (if applicable), lead time, country of origin, completed ANL-70B Reps & Certs, and acceptance of ANL-71 COM Terms and Conditions, ANL-366M Supplemental Onsite Terms, and ANL-562IP - Appendix D-8-C. Bidders must review the Statement of Work, the Minimum Required Specifications (Revision 1), and sign Addendum 0001.
