Scope of Opportunity

- Proposed Use: Proposers must detail their planned use, development concepts, operations, and any necessary infrastructure. The proposed use must contribute to enabling commercial space use and/or adjacent related markets.
- Requirements: Demonstrated experience in developing underutilized federal property, aerospace/research activities, and financial capability is required. Compliance with all federal, state, and local environmental, safety (including OSHA), and NASA security regulations is mandatory. Proposers must also ensure historic preservation and notify NASA of any discoveries.
Contract Details
- Type: Enhanced Use Lease (EUL).
- Term: A 20-year base period with two consecutive 10-year option periods.
- Rent: Fair Market Value Rent, determined by appraisal, with a 3.0% annual escalation. Re-appraisal is required every 10 years for leases exceeding 10 years.
- Condition: The land is offered "as is," "where is," without warranties.
- Services: Demand services may be available through a Reimbursable Space Act Agreement (RSAA) at the Tenant's expense.

- Eligibility: Limited to U.S. Commercial Providers and U.S. Persons (including State and Federal Agencies). Ineligible entities include those debarred/suspended, on government watchlists, or linked to specific foreign governments or criminal activities.
