This is an Enhanced Use Lease (EULA) opportunity, with a standard term of a 20-year base period and two consecutive 10-year option periods. The lease requires payment of Fair Market Value Rent, subject to a 3.0% annual escalation and re-appraisal every 10 years. Proposers must demonstrate financial capability, a sound technical approach, and a positive impact on GRC and the local economy. Tenants will be responsible for all development costs, environmental compliance, safety, security, insurance, and property restoration upon lease expiration. Proposed uses must not interfere with NASA operations or be incompatible with the GRC Master Plan.
Eligibility & Evaluation
This opportunity is not set-aside but is limited to United States Commercial Providers and U.S. Persons (including State and Federal Agencies). Proposals will be evaluated based on Fair Market Value Rent, Financial Capability/Viability, Technical Approach, and Impact to Glenn Research Center and Local Economy, with all factors considered approximately equal in importance.
