Statement of Work (SOW)

To provide contract lodging for the 373rd Military Intelligence Battalion's FY26 annual training event.

• Provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services for lodging.

• Support Military Service Members of the 373rd MI BN during their FY26 annual training.

• May 31 - June 4, 2026

• June 7 - June 11, 2026

• Within a 15-mile radius of 9720 McCall Road, JBLM, WA 98433.

• Week 1 (May 31 - June 4): 3 Single Rooms, 29 Double Rooms (128 room nights total).

• Week 2 (June 7 - June 11): 3 Single Rooms, 29 Double Rooms (128 room nights total).

• Room Requirements:

  • Double occupancy rooms must have two standalone beds.
  • Single occupancy is authorized for Command Team ranking positions.
  • Each room must include a television with cable, internet access, iron/ironing board, and alarm clock.
  • No incidental fees (movies, phone, laundry, room service) will be charged to guests.
  • Parking expenses shall not be charged by the facility.
  • Government will not exceed per diem rates.

• Rooms should ideally be in the same facility/building.

• Interior room access with deadbolt or double locking security locks.

• Accessible parking in a low-crime area with security cameras or guards.

• Daily custodial services including room cleaning, bed making, linen changes, and restocking of amenities.

• Bathrooms must be sanitary with a shower/tub, toilet, mirror, adequate lighting, and electrical outlets.

• Rooms must be non-smoking and free of pests, mold, etc.

• Rooms must have refrigerated air conditioning and adequate heating with individual controls.

• Facility must have procedures for handling lost and found items.

• Compliance with all applicable fire and safety codes.

• Federal Emergency Management Agency (FEMA) approved facility.

• Minimum American Automobile Association (AAA) Three Diamond rating or equivalent.

• Electronic Invoicing: Via Wide Area Workflow (WAWF).

• Advance Notification Period: Government reserves the right to cancel reservations 24 hours prior to the start date or change dates 30 calendar days prior.

• Site Visit: Requiring Activity may conduct a site visit prior to award.

• Rooming Roster: Government will provide initial and final rosters for confirmation and check-in.

• Security Training: Contractor must brief employees on the local iWATCH program within 30 days of award.

This Request for Quote (RFQ) W15QKN-26-Q-1BR5, issued by the U.S. Army Contracting Command – New Jersey, seeks quotes for annual training lodging for the 373rd Military Intelligence Battalion. The lodging is required within a 15-mile radius of 9720 McCall Road, JBLM, WA 98433. • Two Contract Line-Item Numbers (CLINs) are established:

  • CLIN 0001: 128 rooms for the period of May 31, 2026, through June 4, 2026.
  • CLIN 0002: 128 rooms for the period of June 7, 2026, through June 11, 2026.

• Each CLIN requires 3 single occupancy and 29 double occupancy rooms for 4 nights.

• Lodging facilities must meet security and amenity requirements detailed in the Statement of Work (SOW).

• Offerors must verify Federal Emergency Management Agency (FEMA) Certification for proposed lodging facilities.

• Contract Type: Firm-Fixed Price (FFP) order.

• Quantities are estimates; contractors will invoice for actual rooms provided.

• Lack of SAM registration will make an offeror ineligible for award.

• Provide lodging for Military Service Members, Department of Defense Civilians, and Government Officials.

• Lodging required for two periods: May 31 - June 4, 2026, and June 7 - June 11, 2026.

• Total rooms required: 3 Single (SGL) and 29 Double (DBL) rooms per period, totaling 128 room nights per period.

• Rooms must be within a 5-mile radius of 9720 McCall Road, JBLM, WA 98433.

• Each room must include a television with cable, internet access, iron and ironing board, and alarm clock.

• Double occupancy rooms require two standalone beds.

• Rooms must be non-smoking and free of bed bugs, lice, rodents, and mold.

• Rooms must have refrigerated air conditioning and adequate heating with individual temperature controls.

• Daily custodial services are required.

• Facility must have accessible parking, be in a low crime area, and have security cameras or a guard.

• Facility must comply with fire and safety codes and be FEMA approved.

• Facility must have at least an AAA Three Diamond rating or equivalent.

• Lost and found procedures must be efficient and secure.
