- Professional Qualifications and Key Personnel (minimum 10 years experience required for key personnel; Licensed Architect or Engineer for Construction Management and Historical Preservation roles).

- Past Performance (CPAR evaluations are acceptable; project narratives limited to one page per project, completed within the last five years).
- Geographic Location (used only if Offerors are equally ranked).
- Proposals will be evaluated based on "best value" considering factors beyond price. SF 330 format is not requested; offerors should refer to the "Instructions to Offerors" for submittal requirements. Technical responses (Volume 1) are limited to 80 pages. Price quotes are not required at this stage.
