• Address questions received by Monday, January 26, 2026, 5:00 p.m. EST.

• Change the Responses due date to Wednesday, February 18, 2026, no later than 5:00 p.m. EST.

• Change the North American Industry Classification System (NAICS) code for this action to 541310 - Architecture, Engineering, and Related Services.

• The due date for responses has been modified.

• The NAICS code has been updated.

• Offerors must submit their responses by the new due date of February 18, 2026.

• Responses received after this date and time will not be considered.

• Responses must be submitted via email only.

Questions & Answers / Clarifications

This document contains responses to questions submitted by potential offerors regarding Solicitation # 05GA0A26Q0003 for Architect and Engineer Services, Amendment 1.

• Personnel Year-Round Requirement: Personnel year-round is not required for field offices. Travel expenses for local GAO headquarter travel are not authorized.
• Key Personnel Qualifications: The Key Personnel Construction Management and Historical Preservation positions can be fulfilled by a Licensed Architect or a Licensed Engineer.
• Submission Format: SF 330 format is not requested. Offerors should refer to the "Instructions to Offerors" for submittal requirements.
• Price Quotes: Price quotes are not required at this stage of the solicitation.
• Past Performance: CPAR evaluations are acceptable and will govern if submitted alongside PPQs. CPARS reports can be submitted directly to the Government.
• NAICS Code: The correct NAICS code for this action is 541310 - Architecture, Engineering, and Related Services. This has been corrected on Sam.gov.
• Key Personnel Experience: Key personnel are required to have a minimum of 10 years of experience in their discipline.
• Project Narratives: Project narratives for Past Performance should be limited to one page per project. Projects must have been completed within the last five years.
• Interior Designer: Only one Interior Designer's resume is required.
• IDIQ Services: The resulting IDIQs will be for architectural and engineering services.

Several clarifications were provided regarding submission requirements, key personnel qualifications, and past performance criteria. Offerors should review these responses carefully to ensure compliance with the solicitation's updated guidance.

Solicitation / RFP / RFQ

This Request for Quote (RFQ) # 05GA0A26Q0003 is for Architect and Engineer (A-E) Services for the Government Accountability Office (GAO). The government intends to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts to Offerors based on their competence, qualifications, and background. The term of the award will be a base year plus four option years.

Services are required to support the GAO HQ building in Washington, D.C., and its field offices nationwide. Services include, but are not limited to:

• Engineering studies, investigations, surveying, and mapping

• Soils engineering, tests, evaluations, and consultations

• Comprehensive planning, drawing reviews, and program management

• Conceptual designs, presentations, and coordination with senior management

• Full design plans and specifications, and value engineering

• Construction phase services (e.g., O&M manuals, site visits, shop drawing reviews, technical assistance, commissioning/start-up/fit-up support)

• Preservation surveys and restoration designs for historic buildings

• Contract Type: Multiple Award Task Order Contracts (MATOCs) for A-E services.

• NAICS Code: 541310 - Architecture, Engineering, and Related Services.

• Total Shared Capacity: Up to $25,000,000.00 for the base year plus four option years.

• Contract Type: Hybrid contract of Offeror Fixed Price (FFP) and Time and Materials (TM).

• Submission Method: Via email only.

• Questions Due: Monday, January 26, 2026, 5:00 p.m. EST.

• Responses Due: Thursday, February 12, 2026, 5:00 p.m. EST.

• Evaluation Factors (in descending order of importance):

  • Primary: 1. Professional Qualifications and Key Personnel, 2. Work Management, 3. Capacity to Accomplish the Work, 4. Past Performance.
  • Secondary: 5. Geographic Location (used only if Offerors are equally ranked).

• Proposals will be evaluated based on "best value" considering factors beyond price.

• Open to all A-E Offerors regardless of size.

• Offerors must be registered in the System for Award Management (SAM).

• Offerors must be a registered/licensed architectural and/or engineering firm.

• A complete list of tasks is detailed in Attachment 4: Statement of Work.

• Offerors must cite the applicable section, clause, paragraph number, and page of the RFQ when submitting responses.

• Technical response (Volume 1) page limit: 80 pages single-sided (excluding tabs, separators, and blank sheets).
