- Pool 1: Specialized Engineering & Consulting (e.g., Blast, RF Shielding, SCIF/SAPF, Acoustics)
- Pool 2: Mechanical & Electrical Engineering
- Pool 3: Civil & Structural Engineering
- Pool 4: Architecture & Renovation Firms may submit qualifications for one or more pools, but will only be awarded a maximum of one contract.

Mandatory Requirements
- Geographic: The Prime Offeror must possess a full-service, non-residential design office within a 200-mile radius of Offutt AFB.
- Cybersecurity: Offerors must have a current, active Summary Level Score in the Supplier Performance Risk System (SPRS) reflecting a self-assessment against the NIST SP 800-171 framework. CMMC Level 2 (Self) is required prior to award.
- Nebraska licensure is required for work performed in Nebraska.
- Designs must use AutoCAD or REVIT (version 2024 or newer), and specifications must be written in SpecsIntact using UFGS.
Submission & Evaluation
