This requirement covers a full range of Title I, Title II, and other specialized engineering services to support sustainment, restoration, modernization, and new construction projects primarily at Offutt AFB. Services are categorized into four distinct pools:

  • Pool 1: Specialized Engineering & Consulting (e.g., Blast, RF Shielding, SCIF/SAPF, Acoustics)
  • Pool 2: Mechanical & Electrical Engineering
  • Pool 3: Civil & Structural Engineering
  • Pool 4: Architecture & Renovation Firms may submit qualifications for one or more pools, but will only be awarded a maximum of one contract.

  • Nebraska licensure is required for work performed in Nebraska.
  • Designs must use AutoCAD or REVIT (version 2024 or newer), and specifications must be written in SpecsIntact using UFGS.

  • Submission Method: Interested firms must submit a Statement of Qualifications using Standard Form (SF) 330 via email.
  • Submission Deadline: June 10, 2026, at 3:00 PM Central Time.
  • Evaluation: Selection will be based on the most highly qualified firm, with price not being an evaluation factor. Discussions (interviews) will be held with at least three of the most highly qualified firms for each pool.

Amendment 0001 Summary

Amendment 0001 extended the SF330 submission deadline, clarified the Geographic Requirement (Prime only) and Cybersecurity Compliance (NIST SP 800-171/SPRS score), defined Key Personnel disciplines, prohibited combined SF330 packages for multiple pools, and replaced all Statements of Work (SOWs) for Pools 1-4.
