Scope of Work
The awarded contracts will provide a full range of multi-disciplinary Title I, Title II, and other specialized engineering services. The work is divided into four distinct pools:
- Pool 1: Specialized Engineering & Consulting (e.g., Blast, RF Shielding, SCIF/SAPF, Acoustics)
- Pool 2: Mechanical & Electrical Engineering
- Pool 3: Civil & Structural Engineering
- Pool 4: Architecture & Renovation
Firms may submit qualifications for one or more pools but will only be awarded a maximum of one contract. Services include design, analysis, investigations, cost estimates, and construction period services, adhering to Air Force regulations, UFCs, and UFGSs.

Submission & Evaluation
This is a request for Statements of Qualifications (SF330), not a Request for Proposal (RFP). Submissions must be an electronic copy of the completed SF330 package. Offerors must acknowledge receipt of Amendments 0001 and 0002 on the Cover Page/Letter of their SF330 Part I submission. A single, combined SF330 package for multiple pools is prohibited.
Selection will be based on the most highly qualified firm, with price not being an evaluation factor. Evaluation factors, in descending order of importance, include Specialized Experience, Technical Competence, Professional Qualifications, Past Performance, Capacity to Accomplish Work, Knowledge of Locality, and Quality Control Program. The volume of DoD A-E Contract Awards will be used as a tiebreaker. Discussions (interviews) may be held with at least three of the most highly qualified firms for each pool.
