Scope of Work
Required AE services include, but are not limited to, the preparation of Installation Master Plans/General Plans/Area Development Plans, and master plans for military and civil facilities, including natural and cultural resources management. This involves specialized experience in:
- Project development/management documents (NEPA, natural/cultural, endangered species, compliance).
- Studies, assessments, evaluations, surveys, and testing (biological, chemical, ecological, wildlife, habitat, cultural/historic/architectural, archaeological, encroachment, land/wetland, GIS).
- Coordination with Federal, state, and local agencies, including public involvement plans and facilitation.
Key disciplines required include Project Manager, Biologist/Ecologist/Environmental Scientist, Water Resource Planner, Land-Use Planner, Cultural Resources Specialist, Real Property Master Planner, Civil Engineer (PE), Program Manager, Community Planner (AICP), Facilitator, and Landscape Architect, with emphasis on Military Master Planning experience.

Submission Requirements
Interested firms must submit:
- Offeror's name, address, points of contact.
- Business size/classification (Small Business, HUBZone, 8(a), SDVOSB, WOSB).
- Description of firm's capability, personnel, and capacity to execute at least three (3) task orders simultaneously.
- Past performance/experience: Up to five (5) projects (100% complete within 5 years) on IDIQ contracts of similar scope, demonstrating relevance to Military Master Planning. Prime Contractor experience is required.
- Subcontracting team experience (FAR 52.219-14 Limitations on Subcontracting).
