The U.S. Army Corps of Engineers (USACE), Mobile District, is conducting a Sources Sought market research to identify qualified Small Businesses for a future Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This IDIQ will provide Architect-Engineer (AE) Services to support the Mobile and Savannah Districts' Planning and Environmental Divisions. Responses are due by February 26, 2026, at 2:00 pm CT.

Scope of Services

The anticipated AE Services will include, but are not limited to, the preparation of Installation Master Plans/General Plans/Area Development Plans, and master plans for the development and management of military and civil facilities, including natural and cultural resources management planning. Specialized experience is sought in areas such as:

  • Project development/management documents (e.g., NEPA, natural/cultural resources, endangered species, compliance, cleanup, real estate).
  • Studies, assessments, evaluations, surveys, and testing (e.g., biological, chemical, ecological, wildlife, habitat, cultural/historic/architectural, archaeological, encroachment, land/wetland, infrastructure, sustainability, risk, GIS).
  • Coordination with Federal, state, and local agencies, and facilitation of public involvement plans and meetings.

Firms must possess, either in-house or through consultants, disciplines including Project Manager, Biologist/Ecologist/Environmental Scientist, Water Resource Planner, Land-Use Planner, Cultural Resources Specialist, Real Property Master Planner, Civil Engineer (PE), Program Manager, Community Planner (AICP), Facilitator, and Landscape Architect. Highlighting experience with Military Master Planning projects is emphasized.

  3. Description of firm's capability, personnel, management capacity, and ability to execute at least three (3) task orders simultaneously.
  4. Past performance/experience on IDIQ contracts of similar scope (up to five projects, 100% complete within the past five years, relevant to Military Master Planning, with prime contractor experience).
  5. Information on subcontracting teams, noting FAR 52.219-14 Limitations on Subcontracting.
