Key Requirements & Clarifications
Offerors must be A/E firms licensed in New Jersey and have licensed professional engineers and/or registered architects on staff. Key personnel include a Project Manager, Senior Architect, and Senior Engineers (Civil, Structural, Mechanical, Electrical, Fire Protection). Resumes for key personnel are limited to two pages each. Proof of application for NJ license reciprocity is acceptable. The requirement for "Teaming and Management Information" (Table L.3.2, Pg 77) has been removed. All submissions must adhere to 8.5 x 11 sheets.
Submission & Evaluation
Proposals must be submitted electronically via email to david.andreoli@faa.gov by the deadline. The evaluation will be conducted in two phases. Phase 1 requires submission of Volume I (Technical) and Volume II (Past Performance). Volume III (Price Proposal) will be requested from the three most qualified firms from Phase 1. Evaluation factors of equal importance include Professional Qualifications, Specialized Experience, Capacity, Location, and Past Performance. Offerors must be registered in SAM.
