This announcement is for a camera system for the ANAD Test Track, addressing the need for a complete and fully operational solution to mitigate current system deficiencies. The existing system is end-of-life, with many cameras non-operational and providing low-resolution, poor-quality video, lacking redundancy and subject to outages. The new system aims to improve the Depot's ability to safely conduct combat vehicle testing operations by providing adequate camera coverage, limiting dead spots, and covering all access points and pedestrian crossings.

• Provide a camera system for the ANAD Test Track.

• Ensure camera coverage limits dead spots on the track, covers all access points, and pedestrian crossings.

• Provide monitoring capability (live feed) to displays within the test track operator control booth.

• Replace the end-of-life audio/visual component stack.

• Retain 30 days of recorded data on a local HDD, with data deletion after 30 days acceptable. Government must have accessibility for viewing and download.

• Provide power and fiber solutions for existing camera locations (vendor to assess requirements for Directorate of Public Works).

• Cameras must capture vehicular traffic in both directions, including entering/exiting pit lane and all four turns.

• View specific areas: wash rack at the end of building 418, and vehicles in the "Sloped Test Area".

• Display multiple camera views per large display (minimum of four large displays operational).

• Allow test track operator to manipulate, configure, or change camera views per large display.

• Audio Visual core components must be on-premises, not cloud-based.

• Bluetooth/wireless enabled cameras are not an option.

• ACC-ANAD is not obligated to extend a request for proposal or make an award.

• Awards are subject to availability of funds and successful negotiations.

• A written solution must be submitted via email to the Contracting Officer and Contracting Specialist by 4:00 PM CDT, 28 May 2026.

• Late submissions will not be evaluated.

This document is a Commercial Solutions Opening (CSO) issued under 10 U.S.C. §3458 to acquire commercial products, commercial services, and non-developmental items for the modernization of the Organic Industrial Base (OIB) at Anniston Army Depot. The Army seeks to modernize its OIB through investments in producibility and advanced manufacturing, focusing on Agile/flexible facilities, connected digital enterprise, advanced manufacturing, Digital Twin, automation, and cybersecurity, collectively termed Convergent Manufacturing. This CSO utilizes a streamlined acquisition process under DFARS Subpart 212.70, resulting in FAR-based contracts awarded under Part 12 Commercial Item Procedures. Both traditional and non-traditional defense contractors may be awarded contracts.

The CSO is a competitive announcement that will be used to solicit solution briefs, presentations/pitches, and/or proposals for commercial items, services, or non-developmental items. Specific Areas of Interest (Aols) will be published separately on SAM.gov. The document outlines ten general Areas of Interest, including:

Desired capabilities for Depot-Wide Maintenance, Diagnostics, and Parts Modernization include advanced diagnostics, predictive maintenance technologies, automated parts identification, integrated maintenance management platforms, digital work instructions, automation/robotics, and parts lifecycle visibility.

Contracts awarded under this authority will be fixed-price, including fixed-price incentive fee contracts. The anticipated period of performance for any effort proposed generally should not exceed twelve months, unless otherwise specified in the Aol.

The CSO process may involve a multi-phased approach:

• Phase 1: Solution Brief: Submission of a written solution brief (max 5 pages or 15 slides) including company information, executive summary, technical concept, and Rough Order of Magnitude (ROM) price. Evaluation is based on responsiveness, technical feasibility, alignment with OIB modernization, deliverability, and ROM price realism.
• Phase 2: Presentation/Pitch (if applicable): Offerors may be invited to present their solution, elaborate on the technical approach, and address questions. Evaluation focuses on technical merit, mission relevance, and implementation feasibility.
• Phase 3: Commercial Solution Proposal (CSP): Invited offerors submit a full technical and price proposal. Evaluation is based on technical soundness, feasibility, alignment with requirements, realism of schedule, and fair and reasonable pricing.

This CSO is open to both traditional and non-traditional defense contractors. Companies must have a Unique Entity ID (UEI) and be registered in the System for Award Management (SAM) and the PIEE invoicing system prior to award. Companies must also be deemed responsible and not suspended or debarred.

This CSO is continuously open until September 30, 2030, but may be extended. Interested companies should frequently check SAM.gov for new Aol postings. Contact information for the CSO Manager and Alternate POC is provided. The government reserves the right to amend the CSO announcement and to award to all, some, or none of the selected solutions.
