Solicitation / RFP / RFQ

This Commercial Solutions Opening (CSO) is issued by the Joint Program Executive Office for Armaments and Ammunition (JPEO A&A) to identify and adopt innovative commercial solutions that accelerate the integration of advanced manufacturing technologies, enable secure and connected digital environments, and promote sustainable practices within the Army's production ecosystem. The goal is to create a more agile, resilient, and technologically advanced industrial base.

The CSO seeks solutions in five key areas:

• Technology Integration: Accelerating adoption of advanced manufacturing technologies (additive manufacturing, robotics, AI) with interoperability and minimal disruption.
• Digital Transformation: Leveraging IoT, digital twins, and analytics for real-time monitoring, predictive maintenance, and process optimization, ensuring DoD cybersecurity compliance.
• Workforce Development: Upskilling the workforce in advanced manufacturing techniques through training programs and immersive technologies.
• Supply Chain Resilience: Enhancing supply chain visibility, adaptability, and risk mitigation.
• Sustainability: Implementing environmentally sustainable manufacturing practices without compromising operational efficiency.

Awards will be executed as fixed-price contracts or Other Transaction Agreements (OTAs). The typical period of performance for funded efforts is 2 to 5 years, with funding intended for Fiscal Year 26.

This CSO is open for Phase I submissions on a continuous basis. Phase I requires a PowerPoint briefing and a White Paper. Submissions will be evaluated based on technical merit, projected availability, funds availability, and private investment. The process may proceed to Phase II (Pitch Session) and Phase III (Technical, Price, and SOW Proposal) for selected offerors. The Government will not reimburse costs associated with submissions. Offerors must be registered in SAM.gov.

Large business offerors must submit a small business subcontracting plan. Specific set-aside requirements are not detailed in this document.

• All Phase I submissions must be unclassified.
• Offerors must address data rights assertions. Data rights will be negotiated prior to award.
• The Government reserves the right to modify or cancel the CSO and to award any number of proposals or none at all.
