Contract Details

Submission & Evaluation

The submission process involves up to three phases:

  • Phase I: Submission of a PowerPoint briefing (using the provided template) and a White Paper. This phase is open continuously until suspended or cancelled.
  • Phase II: Pitch Session for selected offerors.
  • Phase III: Technical, Price, and Statement of Work (SOW) Proposal for selected offerors. Evaluation will be based on Return on Investment criteria, including technical merit, projected availability, funds availability, and private investment. Price will be considered for fairness and reasonableness. Proposals are not evaluated against each other.

Eligibility & Notes

There are no specific eligibility or set-aside requirements for this CSO. Large businesses are required to submit a Small Business Subcontracting Plan. All Phase I submissions must be unclassified. Offerors must be registered in SAM.gov. The Government will not reimburse costs associated with submissions.
