Contract Details
Awards will be executed as FAR-based contracts or Other Transaction Agreements (OTAs) under 10 U.S.C. § 4022. The typical period of performance for funded efforts is 2 to 5 years, with funding intended for Fiscal Year 26 and future years.
Submission & Evaluation
The submission process involves up to three phases:
- Phase I: Continuous submission of a PowerPoint briefing and a White Paper.
- Phase II: Pitch Session for selected offerors from Phase I.
- Phase III: Technical, Price, and Statement of Work (SOW) Proposal for selected offerors. Evaluation will be based on Return on Investment (ROI) criteria, including technical merit, projected availability, funds availability, and private investment. Price will be considered for fairness and reasonableness. Proposals are not evaluated against each other. The Government will not reimburse submission costs.
Eligibility & Set-Aside
There are no specific set-aside requirements for this CSO. Large business offerors are required to submit a Small Business Subcontracting Plan. Offerors must be registered in SAM.gov. All Phase I submissions must be unclassified.
