Scope of Work
The requirement is for ARAT engineering support and ARAT Electromagnetic Warfare research and development. ARAT R&D engineering support includes strategic technical planning, system engineering and planning, system analysis and integration, strategic planning, resource determination, contingency and mission support, program oversight, and analysis of emerging technologies.
ARAT Electromagnetic Warfare R&D support involves:
- EW Test Modernization: Enhancing laboratory infrastructure for Mission Software Products (MSP) development and testing.
- EW Requirements Optimization: Rapidly developing MSP requirements.
- Software Portal Enhancements: Distributing MSP and threat modeling/simulation products.
The government requires this support due to insufficient internal staff. The Draft PWS further details support for administrative functions, capability needs, doctrine development, program support, logistics, technical studies, and comprehensive EW and cyber support, including test and evaluation, modeling & simulation, and test data automation.

Eligibility & Submission Requirements
Respondents must be SBA 8(a) certified AND an ANC, NHO, or Tribally-owned concern. A TOP SECRET facility clearance is required for contractor performance. Responses are limited to 10 pages and must include:
- Company information (name, address, UEI, CAGE, POC).
- Proof of active SBA 8(a) participation and ANC/NHO/Tribally-owned status.
- Confirmation of facility clearance.
