Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The U.S. Army Communication Electronics Command (CECOM) Army Software & Innovation Center (ASIC) is conducting a Sources Sought (RFI) for the Army Reprogramming Analysis Team (ARAT) Research & Development Effort. This market research aims to identify qualified SBA 8(a) Program Participants that are also Alaskan Native Corporations (ANCs), Native Hawaiian Organizations (NHOs), or Tribally-owned concerns. The purpose is to gather information for a potential acquisition strategy for ARAT engineering support and Electromagnetic Warfare (EW) research and development. Responses are due February 10, 2026, at 4:30 PM EST.

Scope of Work

The requirement is for comprehensive engineering support and R&D for the ARAT program. Key areas include:

  • ARAT Research and Development Engineering Support: Strategic technical planning, system engineering and planning, system analysis and integration, strategic planning, resource determination, contingency and mission support, program oversight, and analysis of emerging technologies.
  • ARAT Electromagnetic Warfare R&D Support: Tasks to enhance laboratory infrastructure for developing and testing Mission Software Products (MSP), optimizing EW requirements for MSP development and testing, and enhancing a software portal for distributing MSP and threat modeling/simulation products.
  • Additional PWS details: Administrative support, capability needs statements, doctrine development, program support (budgeting, strategic planning), logistics, technical studies, sustainment, operation, EW and Cyber support (threat signature analysis, software development, testing, distribution, training), ARAT Test and Evaluation (multi-user client-server, mission software distribution, automated modeling/simulation, relational databasing, aircraft display emulation, SDR integration), ARAT Modeling & Simulation (optimizing threat models for RF Hardware-in-the-Loop testing), ARAT Test Modernization (upgrading RF HWIL instrumentation), Air and Ground EW and Federated Laboratory (next-gen test network), Test Data Collection & Automation, and Electronic Product Distribution.
  • Note: The scope of this specific RFI does not include the research and development of new hardware components or advanced materials.

Contract & Timeline

  • Opportunity Type: Sources Sought / Request for Information (RFI)
  • Set-Aside: Specifically seeking SBA 8(a) certified firms that are also Alaskan Native Corporations (ANCs), Native Hawaiian Organizations (NHOs), or Tribally-owned concerns.
  • Product/Service Code: AC33 (National Defense R&D Services; Defense Related Activities; Experimental Development)
  • NAICS Code: 541715 (Research and Development in the Physical, Engineering and Life Sciences (except Nanotechnology and Biotechnology))
  • Response Due: February 10, 2026, 4:30 PM EST
  • Published: February 4, 2026 (latest amendment)
  • Place of Performance: Primarily Aberdeen Proving Ground, MD, and other specified U.S. Army locations (CONUS/REMOTE/APG).

Eligibility & Submission

  • Eligibility: Firms must be active SBA 8(a) Program Participants AND Alaskan Native Corporations (ANCs), Native Hawaiian Organizations (NHOs), or Tribally-owned concerns.
  • Required Information: Company name, address, UEI, CAGE code, point of contact, statement of active 8(a) participation, copy of 8(a) certification, statement of ANC/NHO/Tribally-owned status, identification of other socio-economic statuses, and confirmation of TOP SECRET facility clearance.
  • Technical Capabilities Response: Must address four specific questions related to Electromagnetic Warfare (EW) Capabilities, Modeling and Simulation Optimization, Data Automation Techniques, and Project Management Approach.
  • Page Limit: Maximum of 10 pages for the response.
  • Submission Contacts: Eric Bowes (eric.r.bowes.civ@army.mil) and Kris Knopp (robert.k.knopp2.civ@army.mil).

Special Requirements

  • Security: Requires a TOP SECRET facility clearance for contractor performance. Access to Non-SCI Intelligence Information, NATO Information, Foreign Government Information, and FOUO is required. No classified material is to be safeguarded at the contractor's facility.
  • Training: Mandatory training includes AT Level I, IWATCH, Cybersecurity/IT, and OPSEC.

Additional Notes

This RFI is for market research and planning purposes only; it is not a solicitation or a commitment by the Government to award a contract. No costs associated with submittal will be reimbursed. The information gathered will inform the final acquisition strategy. For firms interested in novel EW-relevant hardware or sensor concepts, the Government recommends monitoring public venues like BAAs, SBIR/STTR, and Industry Days.
