- Individualized Counseling & Case Management: Initial Counseling (IIC), Pre-Separation Briefings, Financial, Education, Resume, and Capstone Counseling.
- Curriculum Delivery: Managing participant throughput and delivering mandated TAP curriculum.
- Virtual Center Operations: 24/5 remote transition services, handling estimated 47,781 phone calls and 3,301 emails annually.
- IT Support: For the TAP Database System of Record and Government Furnished IT Equipment.
- Strategic Communications & Marketing: Developing and implementing plans for the TAP program.
- Special Mission TAP Services: Including mobile support missions and a Biennial TAP Symposium.
- Data Management: Local customer service, data entry, records management, program analytics, and reporting.

Performance Requirements & Key Personnel
Performance will be evaluated against a Quality Assurance Surveillance Plan (QASP) with a target of 90% aggregate positive customer satisfaction. Key Performance Indicators (KPIs) include timeliness and quality of deliverables (95%), walk-in service within 15 minutes (98%), and IT support resolution within three business days (90%). Key Personnel require specific qualifications:
- Program Manager: Master's Degree, PMP, PgMP, 5+ years large-scale global operations management.
- Alternate Program Manager: Bachelor's Degree, PMP, 3+ years relevant experience.
- Transition Counselor: Bachelor's Degree or equivalent, 2+ years counseling experience.
- Financial Counselor: Bachelor's Degree or equivalent, professional certification, 3+ years financial counseling experience.
