Scope of Work
The contractor will perform Congressionally and Army-mandated transition assistance services, including individualized counseling, pre-separation briefings, Career Skills Programs (CSP), financial counseling, education counseling, resume counseling, and Capstone counseling. Services also encompass operating a 24/5 TAP Virtual Center, providing IT support for the TAP Database System of Record, developing strategic communications, local customer service, data entry, records management, and program analytics. Special Mission TAP Services will also be required. The estimated annual workload includes up to 100,000 clients for notification/registration and 90,000 for individual counseling/case management. Performance will occur at various CONUS and OCONUS military installations, with the primary administrative location at Fort Knox, KY.
Contract Details
This is an FFP IDIQ contract with a base period and option years extending through August 3, 2029. The initial phase-in period is one month (September 4, 2026 - October 3, 2026), followed by a 10-month base period. The associated NAICS code is 624310 with a $15,000,000 size standard. Key personnel, including Program Managers, Transition Counselors, and Financial Counselors, must meet specific education, certification (e.g., PMP, PgMP), and experience requirements.
