This document outlines the technical specifications for a DNA Buccal Swab Collection Kit to be procured by the United States Army Criminal Investigation Laboratory (USACIL). The kits are intended for distribution to approximately 900+ agencies worldwide.

The kit must include the following components:

• Heat-sealed poly bag (8"x12")

• Kit envelope (6"x9" POLY MAILER) with specific printing and labeling requirements, including "Exempt Human Specimen" and a barcode/sequential kit number.

• Kit Instruction sheet/FDA Insert (8 ½"x11", BLUE stock)

• Notification Card (3 ¼” x 4 ½")

• Privacy Act Statement (8 ½” x 11", PINK stock)

• Information Flyer (5 ½” x 8 ½", Bright Orange stock)

• EasiCollect+ FTA Card Device (Qiagen catalog number WB120472, no substitutes)

• FTA Card envelope with biohazard label and desiccant

• Nitrile Gloves (Large, 1 pair)

• Fingerprint Acetate Sheet

• Fingerprint Ink Remover Towelette

• Kit Shipping Seal

• The proposed period of performance is a base year starting April 1, 2026, with 4 option years.

• Pricing is based on a firm, fixed price for a quantity of 38,000 kits per year, with a total of 190,000 kits over all options.

• The contract may include options to increase quantities.

• Vendors must provide one prototype kit for technical evaluation.

• The prototype kit must include all specified components, excluding customer-provided wording and artwork.

• Pricing must include on-demand worldwide shipping via USPS, UPS, FEDEX, or DHL with delivery confirmation.

• Vendors must work with USPS and USACIL to obtain pre-paid Business Reply artwork.
• A minimum supply of 5,000 kits must be available within 8 weeks of the contract start.
• Additional lots require notification from the Contracting Officer.

• Kits must be stored at the vendor's facility and shipped within 2 days of request.

This solicitation, W9124926QA003, is for the procurement of Buccal Swab Collection Kits. The solicitation was issued on February 4, 2026, with an offer due date of February 16, 2026, at 10:00 AM.

• The primary deliverable is Buccal Swab Collection Kits.

• Kits will be stored at the vendor's stock and shipped upon written notice from the contract office.
