Solicitation / RFP / RFQ

This is a Request for Quotations (RFQ) for Astana Post in-country Courier Services for the U.S. Embassy Astana. The government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.

• Courier services for domestic, standard, and high priority shipments, including diplomatic mail, often exceeding 150 kg per shipment.

• Services include loading and unloading vehicles, acting as an authorized representative for picking up diplomatic mail at the airport, and providing monthly invoices for services.

• Expected monthly volume/billed weight is over 4000 kg, with Almaty-Astana, Astana-Almaty, and within-city (Astana) routes being the most requested.

• Shipment types include documents, parcels, pallets, goods, and non-standard shipments.

• Pick-up services include door-to-door, pre-scheduled, on-demand, and non-standard pick-ups.

• Delivery services include local shipments, handling of dangerous goods, providing insurance, and proof of delivery.

• Contractor must provide standard and expendable packaging materials.

• Contractor must maintain a high level of customer service, 24/7 availability, and have personnel with identifiable vehicles, uniforms, and badges.

• Contractor must have a functioning website for tracking shipments, creating AWBs, submitting pickup requests, and monitoring invoices.

• Contractor must appoint a POC and backup with English language knowledge.

• Reporting includes volume of services, expenses, shipping costs, and electronic invoices.

• Firm-fixed-price, indefinite-delivery, indefinite-quantity (IDIQ) contract.

• Period of Performance: One base year with two one-year options.

• Contract currency: Kazakh Tenge (KZT). Fuel and VAT expenses must be included in tariffs.

• Minimum contract amount: 500,000.00 tenge per period.

• Maximum contract amount: 55,000,000.00 tenge per period.

• Total potential contract value (base + 2 option years): 165,000,000 tenge (approx. $331,325.00 USD as of Feb 25, 2026).

• Quotations are due by March 27th, 2026, at 3:00 PM local Astana time (+5 GMT).

• Proposals must be in English.

• Submission can be via sealed envelope or electronically to AstanaGSOProcurement@state.gov.

• Electronic submissions must be in MS-Word, MS-Excel, or PDF format, not exceeding 30MB per email.

• Required documents for submission include SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, and proof of SAM registration.

• Award will be made to the lowest priced, acceptable, responsible offeror.

• Evaluation will consider price, technical information required by Section 3, and contractor responsibility (FAR 9.1).

• The acquisition is UNRESTRICTED.

• Offerors must be registered in the System for Award Management (SAM) prior to proposal submission.

• The contract includes numerous FAR and DOSAR clauses, including those related to Service Contract Labor Standards, Buy American, and Tax on Certain Foreign Procurements.
