  • Conducting an initial site visit and infrastructure review.
  • Performing an ATO readiness assessment.

  • Inventorying ICS hardware, software, and network devices.
  • Evaluating existing posture against DoD Risk Management Framework (RMF) controls and NIST requirements. The Phase 1 review must begin within 30 calendar days of award and be completed no later than 60 calendar days after award, with an initial report due by Day 30.
