Purpose & Scope of Work
This acquisition aims to provide technical support for a phased review of Industrial Control Systems (ICS) infrastructure at two Government facilities and an associated wide-area network. The objective is to assess the current posture, identify gaps, and provide actionable recommendations to support cybersecurity compliance and achieve/maintain ATO. The scope includes:
- Conducting an initial site visit and infrastructure review at two Government facilities.
- Performing an ATO readiness assessment.
- Developing a detailed network map/topology diagram.
- Inventorying ICS hardware, software, and network devices.
- Evaluating existing posture against DoD Risk Management Framework (RMF) controls and NIST requirements.
Key Deliverables & Performance
The primary deliverable is a Phase 1 Initial Report, summarizing site observations, high-level findings, and immediate risks for both facilities. This report must be submitted in MS Word/PDF format by Day 30 after contract award. The entire Phase 1 review must begin within 30 calendar days of award and be completed no later than 60 calendar days after award.

Submission & Evaluation
Offerors must prepare quotations in accordance with FAR 52.212-1, including SAM UEI, CAGE Code, Contractor Name, Payment Terms, Point of Contact, Email, Offer Expiration Date, and a Capabilities Statement. A completed copy of FAR 52.212-3, Alt I, or notification of its availability on SAM.gov is also required. Quotes are due on February 25, 2026, at 10:00 AM PT. Evaluation will be based on Best Value, considering the following factors:

- Past Performance The combined importance of Technical and Past Performance is equal to Price. The Government intends to award without discussions, so initial quotes should be comprehensive.
Special Requirements
Contractor personnel must hold a favorable Tier 3 background investigation (or equivalent) and be US Citizens. All work must comply with DoD cybersecurity, OPSEC, and physical security requirements. Site access requires 3 days advanced notice. Government Furnished Information (GFI) will include facility floor plans, network documentation, ATO packages, control baselines, and prior assessments.
