Quick Summary

The Transportation Security Administration (TSA), under Homeland Security, is soliciting quotes for Atlanta Firing Range Services. This unrestricted Request for Quotation (RFQ) seeks an established firing range for mandatory quarterly firearms qualifications and training for the DHS Atlanta Field Office. Award will be made using a Lowest Price Technically Acceptable (LPTA) selection process. Quotes are due April 24, 2026, at 2:00 PM ET.

Scope of Work

The requirement is for the use/rental of an existing, all-weather live-fire firearms range located within 35 miles of East Point, GA, accessible within a 1-hour drive. The range must feature at least 12 firing points, a fully concreted surface with distinct shooting positions (1.5, 3, 7, 15, 25-yard lines), and essential amenities including a firearms cleaning area, secure storage, parking for up to 25 vehicles, male/female washrooms, a dedicated securable DHS storage unit, electrical outlets, and a public address system. A classroom facility with a whiteboard is also required. The range must accommodate low light/night fire drills, all handgun calibers (including frangible for steel targets), and allow for movement-oriented training (e.g., drawing from holster, rapid-fire, tactical move and shoot drills). The range must be closed to the public during government use. Approximately 80,000 rounds are anticipated per quarter, with usage for a minimum of 120 days per year. Compliance with all applicable local, state, and federal regulations, including lead exposure standards, is mandatory.

Contract & Timeline

This is a Firm Fixed-Price contract issued as an RFQ. The acquisition is unrestricted under NAICS code 713990 (Recreational Industries) with a small business size standard of $9.0 million. The contract includes a base period (May 4, 2026 - May 3, 2027) and four one-year option periods.

  • Quotes Due: April 24, 2026, 2:00 PM ET

Evaluation

Award will be made using a Lowest Price Technically Acceptable (LPTA) selection process. The Government will evaluate quotes from lowest to highest price based on three factors:

  • Factor 1: Technical Acceptability (Acceptable/Unacceptable) – Based on meeting all technical criteria in the Statement of Work.
  • Factor 2: Past Performance (Acceptable/Unacceptable) – The Government will use public and restricted sources (e.g., CPARS); quoters are not required to submit references. Unknown past performance is considered acceptable.
  • Factor 3: Price (Not rated) – Price analysis will be conducted to determine reasonableness. The Government reserves the right to award based on initial quotes and may not evaluate all submissions.

Submission Requirements

Quoters must submit a completed pricing schedule, acknowledgement of SOW requirements, most recent lead testing results (in accordance with OSHA), applicable fill-in clauses/provisions, and a subcontractor agreement if applicable. Registration in the System for Award Management (SAM) is required at the time of quote submission.
