The Department of the Army is conducting a Sources Sought to update the Authorized Protective Eyewear List (APEL). This notice invites manufacturers of protective eyewear to submit products for qualification to the APEL, which provides eye protection for military combat and training. This is a qualification process, and there is no funding associated with this action. Submissions are due by April 15, 2026.

Purpose & Scope

The primary purpose is to solicit information and products necessary to qualify items for the APEL, ensuring they meet the needs of military users. Qualified products will be eligible for future procurement. Offerors are encouraged to submit diverse, best-value product solutions, limited to four permanent items (spectacle/goggle), one cold weather goggle, one Rapid Light Adaptive Eyewear (RLAE), and one provisional item per Offeror. Products must meet MIL-PRF-32432A specifications, with several Engineering Change Requests (ECRs) and deviations noted in attached documents.

Key Requirements & Submissions

  • Product Specifications: Must comply with MIL-PRF-32432A (including ECRs for instruction booklets, insect repellent testing, packaging, ballistic testing with Elongated FSP, updated ANSI Z87.1-2020, and adhesion test tape). Products must be commercial or in final development, with easily interchangeable clear and sunglass lenses, and accommodate 5th-95th percentile male/female. Flame-resistant goggle sleeves are desired.
  • Compliance: Products must be compliant with the Buy American Act (BAA), Trade Agreement Act (TAA), and Berry Amendment. Signed certifications are required.
  • Quality Management System (QMS): Offerors must have and maintain a robust QMS, subject to audit (ISO 9001, ISO 17025).
  • Testing: Submissions require test data from approved independent third-party laboratories (COLTS, ICS, or Aberdeen Test Center). Test data must cover MIL-PRF-32432A requirements and ANSI Z87.1-2020.
  • Production Capability: Offerors must demonstrate monthly production capabilities of 5,000 or more units.
  • Proposal Content: Written proposals (max 20 pages, excluding supporting documents) must include a summary of facilities, production capabilities, product features, material makeup, sources of supply, sizing, safety data sheets, past performance, and pricing (under separate cover).
  • Samples: Physical product samples are required in two packages: Package A (3 kits for visual evaluation) due with the proposal, and Package B (40-60 kits for user evaluation) to be held by the Offeror until requested.

Evaluation Factors

Submissions will be evaluated based on Technical Compliance (including quality assurance) and Past Performance, which are of equal importance. High-risk offerors or technically unacceptable products will not be included on the APEL.
