  • Enable continuous incremental learning for evolving situations.

    • Assistance Instruments (Gold Standard Science - GSS):
      • Initial Screening (Go/No Go): Demonstration of GSS, commitment to policies, immediately demonstrable results, speed, accountability, breakthrough potential, clear benchmarks, advancement of policy priorities, and prohibition of certain activities (racial preferences, denial of sex binary, illegal immigration, anti-American values).
      • Full Evaluation: Technical merits and potential relationship to DOW missions (using a "weight of scientific evidence" approach), cost/price realism, and risk assessments.
  • Notification: White paper evaluation results are typically provided within 45 days.

Eligibility & Requirements
