• NAICS Code: The NAICS code will be updated from 611710 to 541990 (All Other Professional, Scientific, And Technical Services).
• Travel Budget: The travel CLIN will be corrected to $5,000.00 per year, aligning with the PWS, rather than the $7,500 stated in Section B.
• Labor Hours: The estimated hours for Administrative Services and Professional Services labor categories reflect historical data. Contractors can propose a different allocation if appropriate.
• Professional Services Experience: The solicitation will be amended to clarify that prior direct experience with CNAP/CNAL and knowledge of Naval Aviation Culture is highly desirable for the Professional Services labor category, in addition to a Doctorate degree.

Amendments will be posted to address the NAICS code, travel CLINs, and PWS updates related to labor categories and experience requirements. Bidders should monitor for these amendments.

Amendment / Modification

This amendment modifies the solicitation/contract with the following changes:

• NAICS Code: Revised from 611710 (Educational Support Services) to 541990 (All Other Professional, Scientific, And Technical Services).
• Size Standard: The dollar amount for the size standard has been changed from $24,000,000.00 to $19,500,000.00.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the contractor to provide maintenance, upgrades, and administration of the Aviation Climate Assessment Survey System (ACASS), as well as publish results from the analysis of ACASS data. • Administer the ACASS, including processing unit requests and tracking survey completion.

• Provide feedback on survey results to Commanders, Commanding Officers, and Officers In Charge, including identifying weaknesses and recommending interventions based on data analysis.

• Refine software to allow for intra-squadron, multi-parallel hierarchy, and cross-service comparisons.

• Develop new surveys to address Navy policy matters (e.g., Hazing, Motorcycle Safety).

• Conduct analysis of ACASS data, publish reports, and provide briefings to Naval leadership.

• Provide continuous, uninterrupted server hosting and virus protection.

• Provide academic-level presentations of ACASS analysis.

• Travel as requested to provide ACASS presentations.
