Scope of Work
The Advisor will perform oversight and evaluation of contractor quality control, UH60 aircraft maintenance, training, and logistics programs. Key responsibilities include directing and coordinating fixed-wing and UH60 rotary-wing quality control and maintenance operations, developing and implementing comprehensive aircraft maintenance and logistical support systems, and overseeing the Colombian National Police Maintenance Quality Assurance program. The role also involves serving as the ARAVI Program Federal Aviation Safety Assessment (FASA) lead inspector and providing expert advisement for program implementation and execution oversight.
Contract Details
- Contract Type: Personal Services Contract (PSC)
- Period of Performance: 12 months from the date of award, with four (4) optional one-year extensions.
- Salary Range: $102,409 - $150,391 (FS-02 equivalent / GS-14)
- Set-Aside: Not applicable; this opportunity is open to qualified U.S. citizens.
- Location: Guaymaral Aviation Police Base and U.S. Embassy Bogota, Colombia, with required travel to rural areas throughout Colombia.

Evaluation Factors (70 points)
Offerors will be evaluated based on:
- Factor 1 (23 pts): Demonstrated experience and knowledge in developing, coordinating, organizing, and implementing comprehensive aircraft quality control, maintenance, and logistical support systems and procedures.
- Factor 2 (23 pts): Demonstrated experience in performing oversight and evaluation of contractor aircraft quality control, maintenance, maintenance training, and logistics programs (INL aviation experience is highly desirable).
- Factor 3 (24 pts): Demonstrated experience in directing and coordinating fixed and rotary-wing quality control and maintenance operations, and/or managing quality control, maintenance, maintenance training, and logistical support for aviation programs.
Additional evaluation includes interview performance (30 points) and satisfactory professional reference checks (Pass/Fail).
Minimum Qualifications
- U.S. citizenship with the ability to obtain and maintain a Department of State Secret level security clearance (Top Secret may be required).
- Bachelor's Degree; OR Associate's Degree with 5 years related experience; OR 10 years related experience.
- 10 years supervising/oversight of UH60 aircraft maintenance and 3 years supervising/oversight of aircraft quality control.
- Demonstrated knowledge of Aviation Quality Control, Maintenance Test Pilot Training, FAA regulations, and fixed/rotary wing QC/maintenance test flight procedures.
- 2 years experience in aircraft maintenance management plans/policies.
- Professional working proficiency in Spanish language (reading/writing/speaking).
