Quick Summary
The Department of the Interior, IBC Acquisition Services Directorate, is soliciting proposals for a Land Appraisal of the FOWA-Fort Washington Marina Lease in Prince George's County, Maryland. This requirement, a Total Small Business Set-Aside, seeks an independent market valuation and appraisal report to assist the U.S. Department of the Interior and National Park Service in determining just compensation for acquired property rights. The appraisal will cover approximately 8.31 acres, including submerged land and a marina facility with a restaurant, boat repair shop, and 194 wet slips. Proposals are due March 4, 2026, by 1500hrs MST.
Scope of Work
The selected contractor will provide a USPAP-compliant appraisal report with two valuations: one for the "as is" condition and another for an "as renovated" condition. Key deliverables include:
- Stating fair market rent as a flat annual amount and as a percentage of effective gross rent revenues.
- Providing data and analysis on the necessity of dredging for marina operations.
- Considering deferred maintenance issues and providing an estimated cost to cure.
- Including color photographs and maps of comparable properties.
Key Clarifications
Responses to vendor questions clarify that dredging estimates and itemized deferred maintenance costs compiled by the prospective lessee will be provided, but appraisers must corroborate this information with market data and their own investigations. The property has been marginally operational, with the restaurant and boat repair shop vacant for over two years, and boat slips underutilized due to dredging needs. Permitted uses are restricted to historical operations, and redevelopment to other uses is not anticipated. Income and expense data for the last 3-5 years should be requested from the current lessee.
