Opportunity Details

The GLOBUS Program supports critical radar and communications systems at an OCONUS location. The X-Band radar relies on unique azimuth bull gear and pinion gear assemblies. This procurement is for custom gearboxes designed as direct form, fit, and function replacements for the current units, originally manufactured in 1993. These must precisely adhere to specifications outlined in AZ Gear Reducer Graham Sesia P/N QPP036M-U2-280 and RTX AZ Mod Kit drawing number D2220940.

Scope of Work

The contractor shall design, develop, manufacture, and deliver two (2) Azimuth Gearboxes, including associated Non-Recurring Engineering (NRE). NRE involves filling gaps in existing design documentation (Raytheon drawing No. D2220940 REV C) and creating missing engineering drawings. All created data must be provided to the Government with unlimited data rights. Specific testing requirements include pressure testing and a 24-hour No Load Break-In Performance Test. Quality Assurance (ISO 9100) and Configuration Management (MIL-HDBK-61B, ANSI/EIA 649C) programs are required. Delivery will be to Robins Air Force Base, GA.

Contract & Key Requirements

  • Contract Type: Definitive Firm Fixed Price (FAR 16.202).
  • Set-Aside: Not a set-aside. A Small Business Subcontracting Plan is required for large business offerors if the proposal exceeds $900K.
  • NAICS: 333612 (Turbine and Turbine Generator Set Units Manufacturing), Size Standard: 750 Employees.
  • CMMC: Cybersecurity Maturity Model Certification (CMMC) Level 2 (SELF) is a mandatory requirement and must be met at the time of contract award.
  • SAM: Offerors must have an active System For Award Management (SAM) record.
  • Financing: No contract financing (e.g., advanced, performance-based, progress payments) will be provided. Payment will only be made for accepted supplies or services.
  • GFP: One Government Furnished Property (GFP) Azimuth Gearbox (P/N D2220940) will be provided. Destructive testing of GFP is not permitted.
  • Data Deliverables: Compliance with the Contract Data Requirements List (CDRL) is required, including Integrated Master Schedule, Test Plan, Test/Inspection Report, and Product Drawings.
  • Packaging: Packaging and marking must comply with specified military standards (e.g., MIL-STD-2073-1, MIL-STD-129).

Submission & Evaluation

  • Submission Method: Electronically via encrypted email or DoD Safe.
  • Evaluation: Lowest Price Technically Acceptable (LPTA). Proposals will be evaluated on technical factors (Non-Recurring Engineering, Integration & Test, Management Plan, Integrated Master Schedule) and total evaluated price. Only technically acceptable proposals will be considered for award.
