Key Requirements & Deliverables
Contractors will deliver ULG conforming to C16.67-1 GASOLINE FUEL SPECIFICATIONS (PC&S)(EUROPE)(DLA ENERGY JUN 2017) and the latest revision of commercial specification EN 228. Economic Price Adjustment will be based on Platts Daily FOB MED Premium Unleaded 10 PPM PGABM00. A minimum delivery quantity of 50,000 barrels applies unless otherwise specified. Bidders must submit a Fuel Source Data Sheet detailing product origin, refinery, quantity, and transportation. Certificates of Analysis (COAs) are required for all overseas locations and must not be older than 90 days from the solicitation issue date.
Submission & Evaluation
Proposals must be submitted via the Offer Entry Tool (OET). Offerors must be registered in the PC&S OET application and request roles via AMPS (Account Management and Provisioning System). Offer prices must be in US currency. The Government intends to award without discussions. Evaluation will be based on Lowest Price Technically Acceptable (LPTA), considering:
