• Funds are not presently available; award is contingent upon fund availability.

• Response Deadline: Tuesday, 14 April 2026, no later than 1:00 PM CDT.

• Questions Deadline: 07 April 2026, 5:00 PM CDT.

• Submission Method: Email to POCs and Contracting Officer.

• Quote Validity: Must be valid through 31 July 2026.

• Evaluation Criteria: Best Value determination based on Technical Capability (pass/fail), Price, and Past Performance (past performance is approximately equal in importance to price).

• Technical Submission Requirements: Technical Narrative (max 3 pages), Portfolio of Relevant Experience (2-3 past projects), and High-Level Project Schedule.

• Award will be based on initial quotations; no post-submittal inquiries are planned.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a 1:8 scale, outdoor-use model of a B-52H Stratofortress Bomber for static display at Minot AFB, North Dakota, to honor the personnel who maintain the aircraft.

• Create and deliver a 1:8 scale B-52H Stratofortress Bomber model, including its external structure, markings, and mount.

• The model must be built to match the external frame dimensions of the actual aircraft.

• Provide step-by-step instructions for the proper assembly of the model and mount. Installation is not required.

• The vendor must contact the designated Point of Contact (POC) at least 14 calendar days prior to delivery.

• Delivery must occur before 12:00 PM CST in a crate(s) to the specified address.

• The model and mount must not exceed 550 lbs.

• Delivery Location: Minot Air Park parking lot (across from 167 Summit Drive, Minot AFB, ND 58705) or Cruise Missile Lane, Bldg 862 (secondary, if weather is unsafe for outdoor delivery).

• Material Durability: Structural strength to withstand extreme weather conditions including temperatures from -50°F to +100°F, winds up to 75 mph, heavy snow and ice accumulation, and long-term UV exposure.

• Base Access: Delivery personnel require a sponsor to obtain a Base Pass at the Minot AFB Visitor Center. All personnel must present a valid REAL ID for base entry. Non-U.S. Citizens require two forms of government-issued documentation. Sponsor will escort personnel.

• Delivery Timing: Must arrive prior to 12:00 PM CST.
