• ICT Accessibility Standards: Specifies requirements for hardware, support documentation, and services, including functional performance criteria for users with various abilities (e.g., without vision, with limited vision, without hearing, with limited speech, limited manipulation, limited reach/strength, and limited cognitive/language abilities).
• Accessibility Conformance Report (ACR): Bidders must use the Voluntary Product Accessibility Template (VPAT) Version 2.1 or later to create ACRs for each ICT item.
• ACR Content: Each ACR must detail how the ICT meets applicable Section 508 standards, explain "Not Applicable" responses, and specify conformance across the entire ICT item or limited areas. It must also describe evaluation methods used.
• Universal Design: Bidders must describe their approach to incorporating universal design principles.
• Non-Conforming Features: Plans for features that do not fully conform must be described.
• User Scenarios: "Typical" user scenarios, including those with disabilities, should be described for accessibility testing.

This document is critical for bidders offering any ICT products or services. It mandates specific accessibility compliance documentation (ACR using VPAT) and requires bidders to demonstrate how their offerings meet Section 508 standards. Failure to provide adequate ACRs or meet these requirements may impact proposal evaluation and contract acceptance, as the government reserves the right to test ICT items to validate conformance claims.

Statement of Work (SOW) / Performance Work Statement (PWS)

The U.S. Geological Survey (USGS), Water Mission Area requires access to a database providing industry-supplied, site-specific metadata on data centers globally. The goal is to expedite the analysis of data center water demand for cooling and obtain alternative datasets describing site-specific data center infrastructure and other permit requirements.

• Access to a comprehensive database containing global data center locations, cooling technology information, type, building parameters, tenancy, renewable technology implemented, and other metadata.

• Datasets should encompass current, permitted, and planned data centers, including hyperscale, leased, crypto, colocation, and wholesale types.

• The database should include information on data center locations and ownership, facility types and services, capacity and utilization data, new construction and expansion data, power and operational metrics, and sustainability and market analysis.

• One machine-readable, tabular dataset with information on data center services and infrastructure.

• Research covering capacity, utilization, products, technologies, strategies, trends, and AI's impact on the sector.

• A complete data dictionary defining each field in the dataset (name, description, data type, allowable values/units, field descriptor).

• Base year plus two option years.

• Place of Performance: N/A – data access from USGS locations.

• Ease of access and quality of information are criteria for acceptance.

• Technologies covered include cooling, connectivity, demand-side energy approaches, redundancy, IT hardware and software for data center management (DCIM), and "edge" data centers.

• Evaluation Criteria: Award will be made to the responsible offeror whose quotation is most advantageous to the Government, considering Technical Compliance and Price. Technical Compliance will be evaluated as Acceptable or Unacceptable based on meeting specified characteristics. The lowest priced quotation with an "acceptable" technical rating will be awarded.

• Offers must be submitted on SF 1449 or equivalent, including solicitation number, offeror details, technical description, price, discount terms, and representations/certifications.

• The acquisition is listed as "UNRESTRICTED".

• NAICS Code: 518210 (Data Processing, Hosting, and Related Services) with a size standard of $40 million.
