B1130 Annex HVAC Repair

Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to repair the existing heating, ventilation, and air conditioning (HVAC) system in building 1130 annex. The repairs are necessary to address outstanding issues identified during a previous retro commissioning by a third party.

• Major Repairs: Replace temperature, pressure, humidity, and air monitoring sensors on both air handlers. Replace the supply air fan bearing on AHU 2. Replace the Belimo control valve for the air damper on CRAC 1. Disassemble and reassemble ceiling grid as needed, ensuring damaged material is replaced.

• Ductwork: Replace approximately 8 feet of flex duct at each VAV box with hard duct, insulated to industry standards. Determine if ductwork to/from new VAVs needs enlargement and show on shop drawings.

• Ventilation Systems: Replace two Energy Recovery Ventilators (ERVs) with dedicated outdoor air systems (DOAS) with DX cooling and electric heating coils. DOAS-1 (supports AHU-1) requires a minimum cooling capacity of 353MBH, and DOAS-2 (supports AHU-2) requires a minimum of 420MBH.

• Variable Air Volume (VAV) Boxes: Replace 17 undersized VAV boxes (as detailed in commissioning report Table 2) with new VAVs sized based on simulated airflow data. Include hot water reheat coils if replacing VAVs with them. Install new isolation valves on supply and return lines for VAVs with hot water reheat.

• Electrical: Determine if electrical infrastructure upgrades are needed for new equipment and show on shop drawings.

• Integration: Integrate new equipment into the current building automation system.

• Testing: Perform a test and balance of the entire HVAC system per UFGS 23 05 93, balancing to meet simulated airflow data.

• All work and designs must comply with specified standards including UFC, UFGS, IBC, IPC, SCDHEC, NEC, NESC, NFPA, EPA, and Shaw Air Force Base Design and Construction Standards.

• ADA compliance must be maintained.

• Shop drawings of new material and equipment are required.

• Hazardous waste and environmental implications must be considered.

• A one-year warranty against defects in material and workmanship is required.

• Contract Duration: 210 calendar days (15 days mobilization, 150 days construction, 45 days close-out).

• Work Hours: 0700-1700 M-F, with potential for approved after-hours work.

• Phasing: Building remains occupied. Work will be phased, with rough phases for 2nd Floor HVAC and 1st Floor HVAC. Specific rooms (227-229) must be completed entirely.

• Location: Building 1130 annex, Shaw AFB, South Carolina.

• Occupancy: Bathrooms remain open. Work conducted one space at a time. Other offices remain occupied. Power/network must remain functional.

• Site Conditions: Contractor must cover equipment/furniture and clean work areas daily. Damaged ceiling material must be replaced.

• Escorts: Contractor is responsible for coordinating escorts with the government. A weekly request is required.

• Egress: Contractor must generate updated egress plans and install appropriate emergency exit signage.

• Materials: All materials must be submitted for government approval before ordering. Long lead material must be on site before construction begins.

• Submittals: Shop drawings, proposed schedule, and finishes must be submitted for approval.

• Daily Reports: Submit daily reports in RAKEN format with pictures, including dump receipts.

• Permits: Contractor must obtain and pay for any required permits.

• Asbestos/Lead Paint: Assumed not present; testing not required.

• Hazardous Waste: Special treatment required, with efforts to recycle eligible materials.

• Personnel: Requires a full-time contractor superintendent and as needed CQC/SSHO. Superintendent cannot be CQC and safety officer simultaneously.

• Final Acceptance: Involves a final walk-through and a follow-up walk-through.

• Design: No design is required; shop drawings for installed equipment are needed.
