• Amendment 2: Adds Part Numbers to the technical documentation section. Offerors must provide complete Part Numbers for quoted equipment. The quotes submission deadline has been extended to 1000 AM (MT), 10 March 2026.

• Amendment 1: Extends the required delivery date to 150 days after award. The quotes submission deadline was previously extended to 1000 AM (MT), 02 March 2026.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for the B1143 Transformer Replacement Equipment for the 21st Civil Engineering Squadron at Peterson Space Force Base, CO. This announcement is the only solicitation; no separate written solicitation will be issued.

• Trailer Mounted Cable Puller/Tugger (See Attachment 2 for Salient Characteristics)

• Three Reel Turret Cable Trailer (See Attachment 2 for Salient Characteristics)

• Delivery required within 90 Days After Receipt of Award for all CLINs.

• Contract Type: Firm-Fixed Priced Purchase Order.

• Quotes are due by 1400 PM (MT) on 27 February 2026.

• Quotes must be submitted to A1C William Bailey (william.bailey.56@spaceforce.mil) and Philip Choate (philip.choate.1@spaceforce.mil).

• Questions are due by 3:00 P.M. MT on 20 February 2026 to the same contract specialists.

• Evaluation will be based on two parts: Part I - Priced Quote and Part II - Technical Documentation.

• Award will be made to the responsible vendor with the lowest evaluated price that meets technical criteria on an acceptable/unacceptable basis.

• Quotes must hold prices firm for 60 calendar days.

• Failure to comply with all instructions may result in quote ineligibility.

• This acquisition is a 100% Small Business Set Aside.

• NAICS Code: 336212 - Truck Trailer Manufacturing.

• Size Standard: 1000 employees.

• All companies must be registered in SAM.gov.

• Refer to Attachment 2 for detailed Salient Characteristics.
