Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for the design, demolition, and installation of HVAC equipment for building 1510, a 4,400 sq ft facility with a 4-pipe system. The primary goal is to replace the existing air handling unit, hot water coils, and boiler.

Demolition:

• Existing air handler unit and associated isolation valves.
• All hot water coils and associated isolation valves.
• All ductwork in the mechanical room.
• Existing boiler, associated components, and isolation valves (boiler to be returned to government).
• Existing domestic water heater and associated components/valves.
• Existing controls.

New Work:

• Design and install a 25-ton air handling unit (AHU) utilizing existing electrical infrastructure.

• Install new hot water coils, sized appropriately for the areas served.

• Install isolation valves on supplies and returns for all hot water coils and the AHU.

• Install an air separator with basket strainer on the chiller pump inlet.

• Install a buffer tank on the chilled water loop.

• Install a gas-fired boiler and accessories.

• Install a gas-fired water heater and accessories for domestic hot water.

• Install isolation valves on supplies and returns for the HVAC and domestic boilers.

• Install chilled and hot water piping to connect new equipment.

• Install pipe insulation and jacketing per Shaw Design Standards.

• Rework ductwork to install AHU and VAV boxes.

• Upgrade existing HVAC controls and connect to the base energy management control shop.

• Conduct a test and balance upon completion, per UFGS 23 05 93.

• Construction is 90 calendar days.

• Construction will start after the 95% design is approved and all materials are on site.

• The facility will be occupied during construction; work must accommodate occupants and protect government property.

• Design Submittals: 35%, 65%, and 95% designs are required electronically (.dwg and .pdf) with hard copies. As-builts are required upon project completion.

• Seer Rating: A seer rating of 14 is required for all new equipment.

• Hazardous Waste: Special treatment of hazardous waste and environmental implications must be considered. Refrigerant amounts removed/installed must be documented.

• Warranty: A minimum one-year warranty against defects in material and workmanship is required.

• Permits: Contractor is responsible for obtaining all required permits.

• Working Conditions: Operations must minimally interfere with base operations and safety. Night/weekend work may be required and must be coordinated.

• Debris Hauling: Approved routes must be used, and debris must be contained and disposed of at an authorized landfill. Dumpsters must be covered.

• Daily Reports: Electronic copies of dump receipts and daily reports in RAKEN format are required.

• Codes & Standards: Work must comply with specified government, industry, and local codes and standards, with UFC taking precedence.

• Hazardous Materials: No asbestos is present. Refer to Attachment 06 for Ltd Asb Survey Report.

• Supervision: A full-time contractor superintendent is required, who can also serve as SSHO. CQC and SSHO cannot be the same person.
