Scope of Work
The contractor shall replace existing wooden fencing with new 6-foot-tall brown vinyl-coated chain-link fencing, including brown slats and swing gates, at two locations:
- Building 348 (Youth Center): Approximately 141 linear feet with one 3'x6' swing gate.
- Building 916 (Education Center): Approximately 66 linear feet with one 7'x6' swing gate. The scope includes design, installation, and off-base disposal of all waste and debris. All materials must be contractor-furnished, new, high-quality, and free from defects, meeting specified ASTM standards and wind load requirements (90 mph). A one-year warranty for materials and workmanship is required.

Site Visit & Base Access
A highly encouraged, but not mandatory, site visit will be held on April 29, 2026, at 10:00 AM CDT at Columbus AFB. Registration is required by April 24, 2026, 3:00 PM CDT, by emailing the POC to request a DoD Safe drop-off link for the Entry Authorization Listing (EAL) document. Attendees must bring a valid photo ID, and drivers must have a valid license, vehicle registration, and proof of insurance. Contractors should arrive early at the Visitors Center.
Evaluation Factors
Proposals will be evaluated based on:
- Clause 52.212-2: As detailed in Attachment 2, Provisions and Clauses.
- Quote: Must include the total price for the entire job outlined in the Statement of Work (SOW).
- Capability Statement: Must be submitted in accordance with the SOW.

No advanced payments will be made. Bidders must comply with the Service Contract Act Wage Determination (Attachment 3) for Mississippi counties and adhere to DAF installation access protocols (Attachment 4, 5).
