Statement of Work (SOW) / Performance Work Statement (PWS)

To repair a portion of the EPDM roof on Building #5 (Gymnasium) that has become separated from the membrane, likely due to wind damage, to prevent water intrusion.

• Repair/replace approximately 4,000 sq/ft of wind-torn EPDM roofing.

• Replace all roof layers, including vapor barrier, insulation, cover board, fasteners/tape, and EPDM membrane. Inspect and repair the roof deck before applying new EPDM layers.

• Replace any damaged flashing/fasteners, with special emphasis on securely fastening loose ends along the fascia.

• Dispose of all debris and leftover materials off-site.

• The work must be performed in accordance with manufacturer's written procedures and industry best practices.

• A one-year warranty on all roof materials and labor is required from the installation date.

• The work site must be cleaned up daily and returned to a state of cleanliness equal to or exceeding its original condition upon completion.

• The location is Building #5 (Gymnasium) at Base Elizabeth City.

• Workdays are defined as non-weekend and non-Federal Holidays, typically 0700-1530, Monday through Friday. Work outside these hours requires COR permission.

• Submittals are due within 10 workdays after contract award.

• Work completion must be accomplished within 30 workdays from notification to proceed and acceptance of submittals.

• Government Facilities: Electrical power is available. Telephone services and restroom facilities are not available for contractor use. All personnel must obey Base regulations and remain within the work area.

• Labor Laws: Construction Wage Rate Requirements (Davis-Bacon Act) apply.

• Site Visit: Highly recommended for contractors to evaluate existing conditions and verify specifications. Site visits must be prearranged at least three (3) days in advance, providing full name, date of birth, and driver's license number. Base access requires pre-vetting after award.
