Scope of Work
The contractor shall provide all transportation, labor, equipment, materials, parts, and supervision to repair approximately 4,000 sq/ft of wind-torn EPDM roofing on Building #5 (Gymnasium). This includes replacing all roof layers (vapor barrier, insulation, cover board, fasteners/tape, and EPDM membrane), inspecting and repairing the roof deck, and replacing any damaged flashing/fasteners with special emphasis on securing loose ends along the fascia. All debris and leftover materials must be disposed of off-site. The work must adhere to manufacturer's written procedures and industry best practices, and a one-year warranty on all materials and labor is required from the installation date. Detailed maps, plans, and photos of Building #5 are available to aid in proposal preparation.
Contract Details
This is a Firm-Fixed Price contract, 100% set-aside for Small Businesses under NAICS code 238160 (Roofing Contractors) with a size standard of $19.0 Million. The estimated cost range is $25,000 to $100,000. Work is expected to begin within 10 calendar days after award and be completed within 30 calendar days from notification to proceed and acceptance of submittals. Performance and Payment Bonds (SF25, SF25A) are required within 15 calendar days after award, and a Bid Guarantee (FAR 52.228-1) is also specified. Construction Wage Rate Requirements (Davis-Bacon Act) apply, and prevailing wage rates for Pasquotank, NC, are provided.
Evaluation & Submission
Award will be made to the Lowest Price Technically Acceptable (LPTA) offer, based on Technical Capability and Price (FAR 52.212-2).
