This solicitation is for Institutional Review Board (IRB) Technical Support Services for the VA Central IRB, supporting the VA Office of Research and Development (ORD). The objective is to acquire technical and professional assistance to manage human subject research applications and post-approval monitoring.

• Provide a Program/Project Manager and up to six (6) Protocol Coordinators.

• Services include protocol review and processing, meeting support (agendas, minutes, letters), and administrative/technical support (SOPs, forms, file audits, toll-free line support).

• Develop and submit a Project Management Plan (PMP) within 30 days of award.

• Provide Transition-in Plan 30 days prior to contract start and Transition-out Plan 60 days prior to contract end.

• All contractor personnel require background investigations.

• Contract Type: Indefinite Delivery/Indefinite Quantity (IDIQ) with firm-fixed-price task orders.

• Period of Performance: Five (5) year base contract with an ordering period estimated from 6/15/2026 to 6/14/2031.

• Estimated Maximum Ceiling: $6,000,000.00 over five years.

• Guaranteed Minimum: $10,000.00.

• Proposals are due by May 28, 2026, 10:00 am EDT.

• Questions are due by May 14, 2026, 10:00 am EST.

• Proposals must be submitted electronically via email to michael.haydo@va.gov.

• Evaluation will be based on Contract Forms and Administration, Technical Capability, Past Performance, and Price.

• Technical Capability will be assessed on Proposed Personnel, Technical Approach, Management, and Relevant Experience.

• This acquisition is set aside solely for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

• Offerors must be certified SDVOSBs and listed in the SBA certification database at the time of offer and award.

• Standard Form 1449 is the solicitation form.

• FAR clauses 52.212-1, 52.212-4, and 52.212-5 are incorporated by reference or attached.
