  • Demolition and Reconstruction: Removal of existing floors, wall tile, and wallboard, followed by installation of new cement board, ceramic tile (to 5' AFF with epoxy grout), and mold-resistant drywall.
  • Plumbing & Fixtures: Replacement of all toilets (Kohler, 1.5 GPM), urinals (Kohler, 1.0 GPM), associated in-wall piping (2"), accessible cleanouts, counters (solid quartz), undermount sinks, chrome faucets, and under-sink plumbing. Hot water heater work includes reinstalling the existing unit, replacing the T&P valve, installing a new code-compliant unit on a stand with a drain pan, and adding an electric tankless hot water heater in the adjacent breakroom.
  • HVAC & Electrical: Replacement of ceiling tiles, diffusers/vents, and lights with LED fixtures. Installation of 4" exhaust fans with ducting and mechanical timer switches above each toilet.
  • Finishing & Details: Installation of new toilet partitions (Phenolic), 18"x36" mirrors, metal louvers in doors, paper towel/toilet paper dispensers, and painting of all non-tiled wall areas and heater covers.
  • Dust Control: Implementation of dust containment measures including plastic sheeting, MERV 5 filters for return grills, and mechanical ventilation.

Evaluation & Requirements

Award will be made to the Lowest Priced Technically Acceptable (LPTA) offeror. Past performance will be considered as part of technical acceptability, utilizing CPARS and SPRS data. Contractors must have a minimum of five (5) years of relevant commercial repair experience and must be within a 120-mile commutable driving distance from DSCR, with the point of mobilization owned by the prime contractor. A Quality Control System Manager (CQC-SM) must be onsite at all times. Liquidated damages of $500 per calendar day will apply for delays. All offerors must be registered in SAM prior to award. Compliance with Department of Labor Wage Determination VA20260007, USACE EM 385-1-1 safety standards, and DSCR security/COVID-19 requirements is mandatory. Partial proposals will not be accepted.
