Solicitation / RFP / RFQ

This Broad Agency Announcement (BAA) seeks research proposals for new and innovative ideas in emerging weapons and munitions systems, and soldier lethality-related technologies. The U.S. Army's Combat Capabilities Development Command (DEVCOM) Armaments Center (AC) is interested in advancing the state of the art and increasing knowledge within its technical community through scientific study and experimentation. Proposals are sought for the research and development of technologies to fill the complete spectrum of Armaments Center needs throughout product life cycles.

The BAA outlines numerous technology areas of interest, including but not limited to:

This BAA is a continuously open announcement, valid from the issue date (05 March 2026) through the expiration date (04 March 2031). Proposals and white papers may be submitted any time during this period. Awards may be made for periods up to three years. The BAA is issued under FAR 6.102(d)(2) for competitive selection.

Prospective offerors are strongly encouraged to submit a white paper first, following the content and format guidelines in Part II. White papers will be evaluated and rated as Promising, Acceptable, or Not of Interest. Offerors with "Promising" white papers may be invited to submit a full technical and cost proposal. Full proposals can be submitted by any offeror, regardless of white paper rating. Submissions should be addressed via email to the Contract Specialist and Contracting Officer listed in the Introduction. Proposals will be evaluated based on scientific/technical merit, potential contribution to the Army mission, offeror capabilities, personnel qualifications, past performance, and cost realism.

All responsible sources are encouraged to submit proposals. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are specifically encouraged to submit proposals. Offerors must be registered in SAM (sam.gov).

This document, "Part V - Proposal Forms," provides a suggested table of contents and the actual forms that bidders are expected to complete and submit as part of their proposal. It outlines the structure and content required for a comprehensive proposal submission.

• Proposal Cover Page: Collects essential organizational and effort-specific information.
• Statement of Disclosure Preference: Allows offerors to specify how their proposal information should be handled regarding disclosure and evaluation.
• Project Abstract, Project Description (Technical/Management Proposal): Details the proposed effort.
