Quick Summary
The U.S. Army's Combat Capabilities Development Command (DEVCOM) Armaments Center (AC) has issued a Broad Agency Announcement (BAA) for Emerging Technologies. This BAA seeks novel research and development proposals to advance the state of the art in emerging weapons, munitions, and soldier lethality-related technologies. It is continuously open from March 5, 2026, through March 4, 2031.
Scope of Work
DEVCOM AC is interested in scientific study and experimentation across a broad spectrum of technology areas to meet its needs throughout product life cycles. Key areas include, but are not limited to:
- Advanced Materials: For hypersonic applications, high thermal stress.
- Electronics / Sensors: Anti-tamper systems, advanced distributed sensors.
- Manufacturing Technology: Additive manufacturing, Cr+6 alternatives.
- Power and Energy: Novel harvesting, storage, and management systems.
- Energetics Innovation: New synthesis methods, high energy density materials.
- Revolutionary Armament Design Concepts: Morphing airframes, novel propulsion.
- Fuze Technology: Miniaturized MEMS, advanced proximity sensors.
- Autonomy; Guidance, Navigation and Control: Collaborative control, GPS-denied navigation.
- Disruptive Lethality Concepts: Next-generation warheads, counter-UAS.
- Advanced Fire Control: Optics, algorithms, PNT advancements.

Submission & Evaluation
Prospective offerors are strongly encouraged to first contact the Technical Point of Contact (TPOC) and submit a white paper. White papers will be evaluated, and favorable submissions may lead to an invitation for a full proposal. Full proposals can also be submitted directly. Submissions, including required forms from "Part V - Proposal Forms" (e.g., Cover Page, Project Description, Budget, DD Form 1861), are made via email. Evaluation criteria include scientific/technical merit, contribution to the Army mission, offeror capabilities, personnel qualifications, past performance, and cost realism. Costs for white papers/proposals are not allowable direct charges.
