• Variance Quantity: The government will not allow a variance in quantity (e.g., +/- 10%) for rolls or overall quantity.
• Roll Packaging: Cradle packing rolls on pallets is permitted, provided best commercial packaging is used.
• Incumbent Information: This is a new requirement, and there is no current incumbent.
• Roll Bag Count: Fulfilling the requirement with rolls having a different bag count than the specified 36 bags per roll is not acceptable, even if the total of 6,228 bags is met.

These clarifications confirm specific requirements regarding quantity, packaging, and product specifications. Bidders must adhere to the exact quantities and specifications outlined in the solicitation.

Amendment / Modification

• This amendment (0002) to Solicitation SP3300-26-Q-0134 is not extending the solicitation's due date.

• It includes attached Questions and Answers.

• Item 11: This item only applies to amendments of solicitations.

• Item 14: Description of Amendment/Modification.

• Bidders must acknowledge receipt of this amendment.

• Failure to acknowledge receipt by the specified hour and date may result in rejection of the offer.

• If a bidder wishes to change an offer already submitted, the change must be made by telegram or letter referencing the solicitation and this amendment, and must be received prior to the opening hour and date specified.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial products to establish a Firm-Fixed Priced (FFP) purchase order for DLA Distribution Richmond, VA (DDRV). The Defense Logistics Agency (DLA) is seeking pallet covers.

• Product: Cover, pallet, 3 mil w/perf 54"x44"x96" Clear Pallet Cover.

• Material: 3 MIL Polyethylene.

• Size: 54" L X 44" W X 96" H.

• Format: Roll with perforation between bags; 36 bags per roll.

• Quantity: 173 rolls.

• Delivery: Within 21 days after receipt of order.

• Shipping Address: DLA Distribution Richmond, Virginia, 8000 Jefferson Davis Highway, Bldg 66d, Richmond, VA 23297.

• Contract Type: Firm-Fixed Priced (FFP) purchase order.

• Solicitation Number: SP3300-26-Q-0134.

• Closing Response Date: May 5, 2026, 1:00 PM EST.

• Submission Method: Electronic email to Brian.keckler@dla.mil. Subject line must be: SP3300-26-Q-0134 Quotation – “Company Name”.

• Quote Requirements: Must include delivery timeframe. Facsimile and hard copy submissions will not be accepted.

• Evaluation: Award will be made on an "all or none" basis to the lowest technically acceptable price. Quotes will be evaluated for Technical Capability and Past Performance (Acceptable/Unacceptable). The lowest priced quote meeting acceptability standards will be selected.

• Quote Validity: Prices must be held firm for 30 calendar days from the receipt date.

• Set-Aside: 100% small business set-aside.

• NAICS Code: 326111 (Plastics Bag and Pouch Manufacturing) with a size standard of 750 employees.

• PSC Code: 8105 – Bags and Sacks.

• Offerors must complete Representations and Certifications in System for Award Management (SAM) or provide a completed copy with their quote.

• All required clauses and provisions are incorporated by reference or full text.

• Payment will be processed via Wide Area WorkFlow (WAWF).
