Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the maintenance and repair of Base Alarm, Access Control, and Network Surveillance Systems at Los Angeles Air Force Base (LAAFB) and Fort MacArthur, including Pacific Crest and Pacific Heights.

• Furnish at least two employees, equipment, labor, tools, materials, supervision, and transportation for maintenance and repair of all Base Alarm and CCTV systems.

• Support includes various facilities and buildings at Fort MacArthur and LAAFB, such as armories, clinics, BX facilities, command posts, and administrative buildings.

• Services include preventive maintenance, repair, small installations, and relocation of alarm and surveillance equipment.

• Specific components to be maintained include alarm systems, surveillance components, Network Video Recorders (NVRs), Network Switches, surveillance cameras (PTZ, stationary, 360-degree, LPR), UPS, monitors, door contacts, proximity readers, and alarm panels.

• The contractor will also be responsible for testing the fail-over function of the base alarm system MDI server quarterly.

• Spare parts availability is critical, and the contractor must maintain an up-to-date inventory of required spare parts.

• Maintenance and testing will be conducted in accordance with specific AFI, ICD, and AFM requirements.

• Service calls require immediate response to ensure alarm systems are fully operational.

• For Special Access Areas (SCIFs), service personnel must be onsite within four hours of receiving a service call.

• Monthly status reports are required.

• Two eight-hour training sessions per year for Security Forces personnel on software capabilities and system functions.

• Los Angeles Air Force Base (LAAFB) and Fort MacArthur, including Pacific Crest and Pacific Heights.

• Work to be performed during normal working hours (0700-1600), Monday through Friday, with exceptions for alarm testing which may occur after hours or on weekends.
