Scope of Work
The contractor will provide and maintain a contractor-owned and operated BLS ground ambulance and two PA DOH certified EMT-Bs on-site during regular duty hours (Monday-Friday, 7:00 AM - 5:00 PM). Services include 24/7/365 EMS response and patient transport, facilitated by mutual aid agreements for off-hours. Key responsibilities include immediate response to medical, fire, hazardous material, CBRNE incidents, or rescue operations, and providing BLS EMS standby for special events. Assistance with the Public Access Defibrillation (PAD) and Stop the Bleed (STB) program, including monthly AED and STB kit inspections and training support, is also required.

Key Requirements & Deliverables
Offerors must submit detailed technical proposals covering staffing plans (including a one-month shift schedule template), drug-testing programs, mutual aid agreements, cost determination methodology, and certification maintenance plans. All personnel must be PA DOH certified EMT-Bs or higher, possess current CPR/AED, PA Child Abuse Clearance, valid Driver's License, and NIMS 100, 200, 700, 800 certificates. The contractor must maintain Worker's Compensation, General Liability, and Automobile Liability insurance. Monthly reporting of response data via a government-supplied spreadsheet is required. A 30-day maximum transition/phase-in period is allowed for obtaining a Pennsylvania Department of Health (DOH) EMS operating license.
Submission & Evaluation
Proposals must be submitted electronically to Deborah Belak. Evaluation will be based on price, technical factors, past performance, and the small business participation plan. The Government intends to evaluate proposals without discussions. Offerors must have an active SAM.gov registration and no debt subject to offset. A site visit was scheduled for January 21, 2026. Questions and Answers (Attachment VIII) have been released, clarifying licensing, staffing, training, reporting, and operational procedures.
