• Delivery: Final delivery dates will be updated with Notice to Proceed modification after award. Delivery is 120 Calendar Days from the date of the Notice to Proceed.

• Evaluation:

  • Award will be made to the lowest priced technically acceptable Quote.
  • Technical criteria include:
    • Vendor registered in SAM with no active exclusions.
    • Vendor possesses a North Carolina Licensing Board for General Contractors License, or equivalent.
    • Vendor provides a warranty for all Workmanship for 5 years or longer.
    • Vendor submits a technical proposal demonstrating ability to meet SOW requirements.

• The acquisition is set aside for Small Business.

• Size Standard: USD 19,000,000.00.

• A site visit will be held on April 29, 2026, at 10:00 AM ET at 2080 Jordan Dam Road, Moncure, North Carolina.

Statement of Work (SOW)

This Statement of Work details the requirements for maintenance compound roof replacements at the B. Everett Jordan Dam and Lake facility.

• Bid Item 1: Removal of the existing corrugated metal roof and insulation from Compound Building #1 (80' x 32'). Installation of a filled cavity roof insulation system and a new 24-gauge PBR panel roof with associated components.

• Optional Item 1: Removal of the existing corrugated metal roof from Compound Building #2 (99' x 32') and installation of a new 24-gauge PBR panel roof. No insulation is to be installed on this building, which serves as a storage building and garage.

• The contractor will provide all labor, quality control, supervision, transportation, equipment, fuel, and tools.

• Location: Maintenance Compound adjacent to the Visitor Assistance Center at B. Everett Jordan Dam, Moncure, North Carolina.

• Period of Performance: Work to commence within 10 days of Notice to Proceed (NTP) and be completed within 120 days of NTP.

• Materials: 24-gauge PBR panels (Smooth finish, Kynar 500/Signature 300 – Classic Green). Specific material specifications for insulation and banding are provided.

• Installation: Roofs to be installed plumb, level, and straight, with a minimum 8" overhang. All joints to be sealed. Contractor must provide all necessary flashings and accessories for a watertight installation.

• Safety: Compliance with EM 385-1-1 (US Army Corps of Engineers Safety and Health Manual), North Carolina State Building Codes, and all federal/state laws. Daily safety meetings, Accident Prevention Plan (APP) submission, and adherence to specific safety gear requirements (hard hats, high-visibility apparel, etc.) are mandatory.

• Submittals: Manufacturers' product literature, installation methods, materials, and warranties prior to work commencement.

• Warranty: A minimum 5-year workmanship warranty is required.

• Site Visit: A pre-bid site visit will be scheduled for interested bidders.

• Contractor Personnel: Must comply with all applicable laws and regulations. Non-English speaking workers require an English-fluent person on-site.

• Security: Adherence to Antiterrorism (AT) Level I training, physical security, and suspicious activity reporting requirements.
